Business Requirements Analyst

Overview

GovCIO is seeking a Business Requirements Analyst to support Veterans Affairs (VA) Data Modernization efforts. In this role, you will help improve how users are onboarded, simplify data platform intake steps, coordinate workspace setup, and create a smoother experience for data users across the VA enterprise. You will assess business workflows, collect and rank requirements, and collaborate with technical teams to shape practical, scalable, and user-centered solutions. This is a fully remote position based in the United States.

Responsibilities

• Evaluate and document business needs that support VA Data Modernization, with an emphasis on workspace standardization, improved intake flows, and better access provisioning.
• Specify requirements for prebuilt workspaces that include commonly used tools to make onboarding faster and easier to scale.
• Collaborate with stakeholders to improve and document the user intake journey, including how new users are matched to the right workspace type and access route.
• Define business rules for automated CDW access provisioning so approved users receive the correct baseline permissions.
• Convert business expectations into detailed requirements for workspace provisioning in PreProd or Prod environments while aligning with user and data needs.
• Work alongside engineering, data platform teams, and subject matter experts to clarify requirements for linked services, Databricks mount points, catalogs, and access settings.
• Support “White Glove” service workflows by identifying elevated-support needs, capturing user expectations, and routing requests to the right SMEs in a timely way.
• Gather user feedback, identify friction points, and turn those insights into practical recommendations that improve usability and satisfaction.
• Use data analysis to uncover patterns, delays, and opportunities to improve onboarding and support operations.
• Create reports, dashboards, and presentation materials that communicate risks, issues, progress, and user impact metrics to leadership.
• Keep business process documentation, SOPs, and process maps current and useful for consistent delivery and continuous improvement.
• Support the adoption and use of SharePoint, ServiceNow, and other VA business tools by documenting user needs and functional requirements.
• Drive business communications such as outage notices, stakeholder updates, and coordination across teams.

Requirements

• Bachelor’s degree in Business Administration, Information Technology, or a related discipline, or equivalent experience.
• At least 12 years of experience in business analysis, project management, or a comparable role.
• Strong skills in analysis, problem-solving, and communication.
• Preferred background in healthcare, finance, government, or technology settings.
• Experience with tools and frameworks such as Jira, ServiceNow, and SharePoint.
• Experience collecting requirements for data platforms, analytics environments, or enterprise reporting solutions.
• Ability to turn complex technical ideas into clear, actionable business requirements.
• Demonstrated ability to spot workflow inefficiencies and recommend improvements.
• Strong stakeholder engagement and documentation capabilities.
• Experience supporting onboarding workflows, service intake processes, or enterprise access provisioning.
• Must be able to obtain and maintain suitability/Public Trust clearance.

Additional Information

This is a full-time remote role open to candidates located in the United States. The posted compensation range is USD 145,000 to USD 165,000 per year.
