Role overview

This position supports the strengthening of the client’s Enterprise Project Management Office (EPMO) by shaping integrated reporting platforms, dashboards, and performance management frameworks built on data. The role is focused on aligning programmes and projects with business goals, while applying globally recognized practices in governance, monitoring, and evaluation. In addition, the position contributes through strategic advisory support, knowledge sharing, and capability development to improve transparency, decision-making, and the overall maturity of project and programme delivery.

Key responsibilities

  • Develop enterprise-level reporting systems for the client’s programmes and assets.
  • Coordinate the creation of dashboard solutions using the organization’s integrated data warehouse.
  • Ensure all external reporting is aligned so that data remains consistent and reliable.
  • Partner with the technical office manager to deliver regular and on-demand reporting needs.
  • Build in-house capability in reporting, dashboard development, data analytics, and management.
  • Offer advisory input on programme and operational performance.
  • Provide strategic guidance and oversight for programme and project work to ensure alignment with organizational goals and success measures.
  • Lead the creation and rollout of programme/project management frameworks, policies, and good-practice standards aligned with international benchmarks.
  • Strengthen governance by advising on high-value and high-risk matters to support consistency, compliance, and effective decisions.
  • Maintain planning tools covering resource tracking, forecasting, dependencies, and milestone control.
  • Set up monitoring and evaluation systems that track scope, cost, schedule, quality, and milestone delivery.
  • Support assurance boards, project reviews, and reporting processes to improve transparency and accountability.
  • Review project documents, evaluation outputs, and management materials to ensure accuracy and standards compliance.
  • Promote knowledge management by capturing lessons learned and embedding best practices into future work.
  • Contribute to capability building through training, coaching, mentoring, and internal advisory support in project management methods.
  • Represent the EPMO in senior stakeholder interactions and reinforce project governance consistently.
  • Help develop policies, guidance, and tools that improve delivery maturity and effectiveness.
  • Encourage a culture of excellence, continuous improvement, and knowledge sharing across the enterprise project management community.

Mandatory requirements

  • A university degree from a recognized institution in Engineering, Architecture, or a similar relevant discipline.
  • Chartered status or a professional licence issued by an internationally recognized professional body.
  • At least 25 years of post-graduate experience, including work on major infrastructure projects or programmes.
  • Preference for candidates with roads, aviation, structures, or rail experience.
  • At least 10 years of experience in a similar role.
  • At least 5 years of experience in Qatar and/or the Gulf region.
  • Strong written and spoken English communication skills.
