Role overview
This position is for a Supervisory Management and Program Analyst within the Wage and Hour Division, based in Thitani location, Kitui County, Kenya. The role focuses on analyzing, coordinating, and improving regional Wage Hour programs while supporting operational leadership and ensuring alignment with national objectives.
Key duties
- Evaluate how well assigned Wage Hour programs are performing across the region and how effectively they support national program goals.
- Act as a reviewer and advisor to the Director of Operations on regional program evaluation and control matters, and provide related staff guidance and reporting.
- Support planning and management across budget, staffing, procurement, health and safety, and information technology.
- Supervise Back Wage Financial Systems staff and lead reviews of financial systems, budgeting, procurement, personnel processes, space usage, and IT to ensure district offices follow national and regional policy.
- Coordinate as needed with the Assistant Administrator for Operations at the national office on financial systems, procurement systems, and IT issues.
- Serve as the main contact and technical authority on labor-management relations and performance management for the region.
- Advise managers and help supervisors build and carry out Performance Improvement Plans in line with regulations and contractual duties.
- Help the Director of Operations identify and solve operational issues in district offices, including program, technical, and procedural concerns.
- Review systemic factors affecting program effectiveness and provide recommendations on fiscal operations, work organization, staffing, quality controls, space management, health and safety, and resource availability.
- Develop regional plans and programs, decide on methods and approaches, resolve conflicts, and coordinate with program officials and external stakeholders.

Qualifications
Candidates need 52 weeks of specialized experience at the next lower grade level, GS-12, in Federal service. The experience must show the ability to apply analytical and evaluative techniques, conduct and document studies and reports, plan and run projects that improve operations, and prepare briefing materials for managers that help secure understanding and support for recommendations.
Education
No educational substitute is available for the required specialized experience at this grade level.
