Responsibilities

  • Support the Division’s tenant-protection litigation work.
  • Use R and Excel to build, update, and run scripts and programs that gather and process large datasets from multiple sources, especially NYC Open Data.
  • Analyze data and present findings clearly to different audiences, including creating materials for litigation, preparing testimony, and testifying about results when needed.
  • Track, assess, and report on information tied to code violations and civil penalty calculations.
  • Contribute actively in case team meetings with practical data-driven ideas and help put them into action.
  • Develop tools that address attorneys’ needs and strengthen litigation support.
  • Support the Division’s collections practice, which works with outside counsel and internal attorneys to recover judgments and debt owed to the City.
  • Create and apply data analysis methods to evaluate and improve collections operations.
  • Use Excel to prepare, verify, and analyze reports and projections connected to referrals and collections.
  • Research and respond to collections-related questions that require data analysis.
  • Build and apply processes for searching, tracking, and analyzing docketed and undocketed violations decided by the City’s Office of Administrative Trials and Hearings.
  • Develop a system for identifying reportable judgments, orders, and settlements from both the Division and the collections practice.

Minimum qualifications

Applicants must meet one of the following qualification pathways for the Associate Staff Analyst title:

  • A master’s degree from an accredited institution in one of the listed fields, or a Juris Doctor degree from an accredited law school, plus one year of satisfactory full-time professional experience in qualifying analytical, administrative, research, or related work.
  • A bachelor’s degree from an accredited college plus three years of satisfactory full-time professional experience in qualifying analytical, administrative, research, or related work.
  • An associate degree or 60 semester credits from an accredited college plus five years of satisfactory full-time professional experience in qualifying analytical, administrative, research, or related work.
  • A four-year high school diploma or equivalent approved by a state education department or recognized accrediting body plus seven years of satisfactory full-time professional experience in qualifying analytical, administrative, research, or related work.
  • A combination of education and/or experience equivalent to the options above, with college credits substituting for experience at a rate of 30 semester credits for one year of experience. All candidates must still have a high school diploma and at least one year of relevant professional experience.

New York City residency is generally required within 90 days of appointment.
