This non-supervisory role works across the Office of the Attorney General to strengthen reporting, improve operational effectiveness, and support leadership with data-informed decision-making.

The position supports the division’s mission of providing practical insights, improving efficiency, and advancing transparency and accountability. Work in this role may evolve as organizational needs change, so responsibilities can shift over time based on emerging priorities and the employee’s strengths.

This is a Grade 17 position. The posted salary range is $71,805 to $102,566, with possible growth up to $113,243 depending on qualifications, pay equity, and hiring rules. Starting salary is based on experience, qualifications, and budget availability, and usually does not go above $102,566.

Location

Office of the Attorney General, 200 St. Paul Place, Baltimore, MD 21202.

Key Responsibilities

  • Create, update, and maintain dashboards, visual reports, and executive-ready performance tracking tools.
  • Help define key performance indicators with division and unit leaders and monitor progress against them.
  • Review data for accuracy, improve documentation, and identify ways to strengthen data structure and reliability.
  • Support better data collection practices across divisions and units for ongoing performance measurement.
  • Provide analytical support to internal teams, including surveys, dataset review, and help with data tools.
  • Examine data for patterns and insights that can guide operational and strategic decisions.
  • Prepare datasets for analysis by cleaning, transforming, validating, and organizing information as needed.
  • Assist in building data literacy and analytical capability across the office through hands-on support and informal instruction.
  • Support research and analysis for cross-functional projects led by executive leadership.
  • Draft memos, summaries, and briefing materials for leadership use.
  • Handle urgent and time-sensitive analytical tasks that require flexibility and precision.
  • Participate in cross-division work tied to the Strategic Plan and Attorney General priorities.
  • Carry out additional duties that support the work of the Performance and Innovation Division.

Examples of Work Products

  • Building and maintaining a dashboard that tracks vacancy levels, leave balances, and workforce trends for leadership.
  • Reviewing a division’s existing data practices, documenting them, and identifying missing elements or gaps.
  • Designing a survey and interpreting the results to support a policy or operational decision.
  • Writing a concise data memo for the Chief of Staff on a time-sensitive operational issue.
  • Creating a reporting template and data collection workflow for a new program launch.
  • Helping a division define KPIs and establish a baseline for future tracking.
  • Analyzing a dataset for a special project and presenting the findings to executive leadership.

Minimum Qualifications

Applicants must have completed high school or earned an equivalent credential, along with five years of administrative staff or professional experience.

Substitution Options

  • Up to four years of experience may be replaced by 30 college credits for each year.
  • A bachelor’s degree plus one year of administrative staff or professional experience may substitute for the required experience.
  • A master’s degree from an accredited college or university may replace the full experience requirement.
  • Qualifying U.S. Armed Forces commissioned officer experience involving staff work, policy administration, or coordination duties may be counted year-for-year toward the experience requirement.

Preferred Background

  • A bachelor’s degree in Data Science, Data Analytics, Public Policy, Public Administration, Political Science, Government and Politics, Statistics, or a related discipline.
  • Experience working in government, legal services, public sector, or regulated settings.

  • Experience supporting internal clients or stakeholders directly.
  • Understanding of data governance principles and good practices.

Ideal Candidate Profile

The strongest candidate will have professional experience in data analysis, performance management, research, policy analysis, program evaluation, or a similar area. They should be comfortable turning data into actionable insight and explaining results to non-technical audiences.

Strong writing and speaking skills are important, along with the ability to explain complex information in a clear and accessible way. The role also calls for collaboration across different teams and seniority levels, the ability to manage multiple priorities at once, and the discipline to deliver high-quality work on deadline. Curiosity and adaptability are especially valuable in this mission-driven environment.

Licenses and Certifications

Some assignments may require driving a motor vehicle, in which case the employee must hold a valid Maryland driver’s license.

Selection Process

Applicants who meet the minimum and any selective qualifications will be evaluated based on the information provided in the application, education, training, and experience. Complete and accurate information is essential, including dates, hours worked, and relevant education details. Applicants should clearly identify their degree and major if applicable.

For education completed outside the United States, any offer will depend on a foreign credential equivalency evaluation before employment begins, and this may be requested before an interview. Incomplete or incorrect applications will not be accepted, and resumes cannot replace a completed application.

Successful applicants will be added to an eligible list for at least one year. The certified eligible list resulting from this recruitment may also be used to fill similar openings in this or other state agencies.
