Role Overview
Maxtena, Inc. is hiring a Human Resources Director / HRBP for its Germantown, Maryland office. This is an on-site leadership role based in the Washington DC-Baltimore area. The position is designed for an HR professional who can combine strategic thinking with practical execution to help shape the company’s people strategy as the business grows.
The role will focus on building and improving HR foundations that support business expansion, technical hiring, employee engagement, performance management, compensation design, and workforce planning. The right candidate will work closely with senior leaders to align people practices with organizational goals.
Key Responsibilities
You will act as a strategic HR partner to leadership while also handling day-to-day HR program development and execution.
- Work with executive leadership to ensure HR priorities support business objectives such as growth, contracts, and product development.
- Convert business needs into workforce plans covering headcount, capability needs, and organizational structure.
- Advise leaders on team structure, leadership effectiveness, and overall team performance.
- Support growth initiatives while helping preserve and strengthen the company culture.
- Build competitive compensation structures for engineering and corporate positions.
- Study salary benchmarks across the DMV tech and defense market.
- Develop base pay bands, salary levels, and related compensation structures.
- Create bonus plans tied to performance, company success, and key milestones.
- Design incentive programs linked to revenue, contracts, or product delivery outcomes.
- Coordinate with finance on compensation budgeting and planning cycles.
- Promote internal pay equity while staying competitive externally.
- Design and launch a formal performance review process.
- Support a high-performance culture without reducing employee engagement.
- Assess and introduce HR tools such as HRIS, ATS, and performance management systems.
- Develop scalable policies, procedures, and supporting documentation.
- Work with hiring managers to create structured and repeatable hiring processes.
- Improve the candidate journey and help shorten hiring timelines.
- Create sourcing approaches for difficult technical openings such as DSP, RF, and embedded roles.
- Build retention plans for critical technical employees.
- Lead initiatives that improve culture, communication, and employee experience.
- Handle employee relations matters in a practical and business-focused way.
- Oversee compliance, risk reduction, employee records, policies, and audit preparedness.
Qualifications
- U.S. citizenship is required.
- A bachelor’s degree in Human Resources, Business Administration, Psychology, or a closely related field is required.
- At least 7 years of progressive HR experience, including 3 or more years in a strategic HRBP or HR leadership position.
- Experience in technology, engineering, or government contracting environments.
- Demonstrated ability to work effectively with senior leadership.
- Background supporting employees in a federal government contracting setting.
- Working knowledge of federal HR compliance requirements, including I-9, EEO, and related rules.
- Understanding of government contracting practices and the ability to help employees navigate relevant policies and procedures.
- Experience working in a cleared environment or supporting cleared staff.
- Strong Excel and PowerPoint skills, including reporting and presentation development.
- High attention to detail and a strong accuracy mindset.
- Well-developed organization and time-management skills with the ability to meet deadlines.
- Strong interpersonal and communication abilities.
- Ability to work independently as well as collaboratively with a team.
