Role overview
This position is responsible for directing and supervising complex customs investigation matters, especially sensitive smuggling cases that cannot be settled through administrative resolution. The work requires ensuring that every case is handled with legal accuracy, solid evidence, and full compliance with relevant laws and criminal procedure requirements.
The role also carries accountability for delivering decisive guidance on case disposition, improving investigative practices, and helping strengthen enforcement performance through expert counsel, policy enhancement, and better governance and operating procedures.
Key responsibilities
- Manage the full review and verification of high-complexity seizure reports, confirming that each file is complete, accurate, and legally defensible before it moves forward.
- Examine documentary, physical, and witness-based evidence in depth to confirm whether an infringement occurred and whether there was intent.
- Assess criminal responsibility, including cases involving multiple parties or repeated and organized offending.
- Authorize case conclusions and provide final advice on whether matters should be referred to the Public Prosecution, ensuring the case file is strong and complete.
- Supervise the entire investigation journey, making sure each stage is completed on time from intake through referral.
- Maintain strict compliance with legal procedures, due process, and the rights of suspects throughout all investigative work.
- Offer expert guidance on customs legislation, enforcement rules, and procedural standards to internal teams and stakeholders.
- Spot recurring issues, operational risks, and weaknesses in investigation practice, then recommend corrective actions and improvements.
- Review and approve important records such as seizure reports, interview notes, and prosecution submissions.
- Oversee suspect interview activities to ensure they meet legal and procedural requirements.
- Confirm that notifications to the Public Prosecution are issued correctly and within required deadlines.
- Coach investigation staff, provide technical support, and help build team capability.
- Contribute to policy formulation, process standardization, and broader continuous-improvement efforts in customs enforcement.
Qualifications and experience
A bachelor’s degree in Law, Business Administration, or a related field is required. The ideal candidate should bring at least 5 years of relevant experience, preferably gained in customs, legal enforcement, regulatory compliance, or investigation functions.
