About NOBLE

NOBLE delivers global sustainment and operations support for U.S. military and civilian government agencies, offering a broad portfolio of mission-critical products and services.

Role Summary

The Business Development Manager for Marine Corps Systems Command (MARCORSYSCOM) focuses on expanding sales and creating longer-range business opportunities across Department of Defense program offices, especially within MARCORSYSCOM and its customer base. The role reports to the Director of Navy and Marine Corps Business Development and is centered on customer outreach, discovery of requirements, building a qualified pipeline, and shaping opportunities before they move into formal capture work.

This is a front-end business development and sales position that works closely with capture, proposal, contracts, and operations teams once opportunities advance into active pursuits. Performance is evaluated through pipeline expansion, opportunity quality, frequency and depth of customer engagement, opportunity progression, and contribution to booked revenue.

Sales and Customer Engagement

  • Build and sustain trusted relationships with DoD program offices, end users, and acquisition stakeholders connected to MARCORSYSCOM.
  • Engage customers to uncover mission objectives, capability shortfalls, and future needs.
  • Position NOBLE's offerings, services, and solutions with both current and potential customers.
  • Coordinate customer meetings, briefings, and capability demonstrations with internal stakeholders.
  • Create and carry out strategic business development plans aimed at revenue objectives.
  • Develop and manage relationships with major accounts and decision-makers at command offices within MARCORSYSCOM.
  • Identify new opportunities while monitoring market movements, customer priorities, and the competitive environment.
  • Work across internal teams to ensure customer needs are addressed smoothly and effectively.
  • Prepare and deliver proposals, presentations, and reports for customers and senior leadership.

Pipeline Development and Opportunity Shaping

  • Find, qualify, and develop both near-term and long-range opportunities within assigned accounts.
  • Influence opportunities early by matching customer needs to NOBLE's capabilities.
  • Keep relationships active on longer-horizon pursuits before formal acquisition activity begins.
  • Hand off qualified opportunities to capture and proposal teams when the time is right.

Market and Program Insight

  • Research markets, customers, and competitors to guide sales strategy.
  • Build practical knowledge of DoD program office budgets, funding patterns, and acquisition schedules.
  • Monitor trends and customer priorities relevant to the MARCORSYSCOM environment.

Internal Coordination

  • Work with capture, proposal, contracts, pricing, and operations teams to improve pursuit readiness.
  • Share customer and market insights with internal stakeholders to support solution design.

Additional Duties

  • Maintain a working understanding of the DoD budgeting and acquisition landscape.
  • Become familiar with DoD and Marine Corps requirements-generation processes.
  • Represent NOBLE professionally at trade shows, industry events, and customer engagements.
  • Present NOBLE's Marine Corps portfolio and capabilities to audiences as needed.

Experience and Requirements

Applicants should bring at least 5 years of experience in business development, sales, or account management within the DoD or federal market. Experience supporting long-cycle government pursuits and building customer relationships is also needed. A bachelor's degree in Business, Engineering, Marketing, or a related discipline is preferred, although equivalent experience may be accepted. Prior military service is preferred, along with experience working with DoD program offices or acquisition organizations. Familiarity with relevant mission areas, systems, or operational settings is also beneficial. The job requires the ability to travel at least 50% of the time.

Computer Skills

  • Comfort with Google Workspace tools.
  • Working knowledge of NetSuite or a similar ERP platform.
  • Strong use of Salesforce.
  • Proficiency with Microsoft Excel.
