Project Manager (Construction Projects)

Role overview

This position calls for a seasoned Project Manager to oversee the on-site execution of a key strategic initiative in Saudi Arabia. During the delivery phase, the role is fully based at the project location. After the first major project is completed, the same person will take charge of coordinating ICT and ULV/ELV projects within the Medina airport expansion scope, working within the governance structure set by the TIBAH Project Management Office (PMO).

The PMO defines the governance framework, standards, and delivery methodology centrally. Day-to-day execution, local coordination, and stakeholder handling are managed by the TIBAH team together with the Project Manager.

The successful candidate should bring strong expertise in airport operations, aviation systems, and the wider aviation sector, along with substantial experience running complex IT and ICT infrastructure projects.

Project delivery responsibilities

• Direct the complete on-site delivery of a major project in Saudi Arabia, keeping scope, timeline, budget, and quality on track.
• Serve as the primary site contact for local clients, partners, vendors, and other stakeholders.
• Work in line with TIBAH PMO governance rules, standards, tools, and reporting expectations.
• Anticipate and manage risks, issues, dependencies, and scope changes in a timely way.
• Coordinate local staff, subcontractors, and regional teams so the project progresses smoothly.
• Provide clear, well-structured progress updates to the TIBAH PMO and senior stakeholders.

After project completion: territory project management

• Take ownership of all projects within the Medina PMIA airport expansion scope once the initial major project ends.
• Apply and maintain TIBAH PMO governance, processes, and control measures at the regional level.
• Ensure that the same project management approach is used consistently across all territorial projects.
• Support planning at portfolio level, prioritization, and regional capacity management in coordination with the TIBAH PMO.
• Act as the connection point between the TIBAH PMO and local delivery teams, escalating decisions and risks when needed.

Governance and collaboration

• Follow centrally defined standards for planning, execution, reporting, risk control, and project closure.
• Contribute practical lessons learned and regional feedback to help improve PMO practices over time.
• Take part in PMO reviews, audits, and governance meetings whenever required.

Qualifications and experience

• At least 7 to 10 years of experience managing complex projects as a Project Manager.
• Strong track record in delivering airport IT and aviation systems projects.
• Hands-on experience with on-site or on-premise project delivery, ideally in Saudi Arabia or the GCC region.
• Experience in organizations using a central PMO governance model is highly desirable.
• Solid experience working with customers, vendors, and internal stakeholders.
• Prior exposure to moving from single-project leadership into multi-project or territory-level responsibility is a major plus.

Technical and methodology requirements

• Good understanding of common project management approaches such as PMBOK, PRINCE2, and Agile/Hybrid delivery.
• Strong capability in planning, budgeting, managing risks and issues, and preparing reports.
• Comfort using PMO tools, dashboards, and structured governance systems.
• PMP, PRINCE2, or an equivalent professional certification is preferred.

• Ability to work independently while still following head office governance requirements closely.
• Excellent communication and stakeholder coordination abilities.
• Comfort operating in a Saudi Arabian business environment with cultural awareness.

Language and location

• Fluency in both Arabic and English, spoken and written, is mandatory.
• Must already be based in Saudi Arabia or be willing to relocate.
• Full on-site availability is required during the initial project phase.

Reporting and operating model

• Reports functionally to regional operational teams for daily execution.
• Works closely with the TIBAH team and the Headquarter Project Management Office.
• Escalation, governance, and standards are managed centrally by the TIBAH PMO.
