Role overview
This position supports UNV’s country-level partnership and volunteer mobilization work in Dar es-Salaam, Tanzania. The role combines partner analysis, business intelligence, coordination, and oversight of volunteers supporting Field Unit activities. It reports to the Portfolio Manager/Specialist in the Regional Office and helps strengthen UNV’s position as a partner solution provider for UN agencies, government bodies, civil society, and other stakeholders.
Tiered application process

Office and unit context
The UNV Field Units focus on mobilizing and placing UN Volunteers with UN agencies, funds, and programmes that work in peace, development, and humanitarian settings. These units represent UNV in-country and help bring its services closer to government partners, UN entities, civil society organizations, and the private sector.
Key responsibilities
The selected candidate will build and sustain partnerships at country level, support demand analysis, and help mobilize volunteers for onsite and online assignments. The role also covers strategic planning, business intelligence, duty of care, and team management.
- Develop and maintain partnerships with UN agencies, government institutions, civil society, and other partners to identify cooperation opportunities and integrate volunteer solutions into programme delivery.
- Take part in UN planning processes such as the CCA, UNSDCF, humanitarian response plans, and thematic task forces to ensure volunteerism is reflected in implementation.
- Review the UN Sustainable Development Cooperation Framework, country programme documents, and sector strategies to locate strong entry points for volunteer solutions.
- Assess partner demand and help design and implement country-level mobilization strategies aligned with UNV’s Strategic Framework.
- Spot opportunities for onsite and online volunteer deployments across development, humanitarian, and peace portfolios.
- Support field-level promotion of volunteerism through outreach, awareness activities, and partner/community engagement.
- Prepare data-backed briefing materials, presentations, and analytical notes that explain UNV’s value proposition and volunteer modalities.
- Support national talent attraction and pipeline planning with the Regional Talent Acquisition Analyst.
- Build and maintain country-level business intelligence on partner mandates, programme pipelines, and emerging priorities.
- Track mobilization trends and key indicators using corporate tools such as CRM, BI reports, and UVP to inform forecasting and decisions.
- Translate regional mobilization priorities into country-specific recommendations using data and local context.
- Help identify thematic volunteer solutions, pilot initiatives, and joint approaches that respond to national and UN priorities.
- Work with the Field Security Officer and host entities to ensure volunteers understand and follow security and risk-mitigation requirements.
- Coordinate timely and compliant medical evacuation support with medical providers, host entities, and relevant UNV offices.
- Maintain regular contact with volunteers, carry out field visits, and engage supervisors and counterparts to address issues and support effective service delivery.
- Provide timely assistance to volunteers throughout their assignment journey in coordination with relevant teams.
- Prepare and manage the Field Unit annual work plan, performance indicators, operational support funds, and budget reporting.
- Support the effective functioning of the country presence by coordinating services and promoting a professional, collaborative, and learning-oriented environment.
- Supervise assigned personnel, including performance review and capacity development.
Competencies and capabilities
The role calls for strong results orientation, innovative thinking, adaptability, partnership building, and the ability to work across functions. It also requires systems thinking, negotiation, results-based management, knowledge generation, digital fluency, and event planning skills.
Education and experience
- A master’s degree in partnership, social sciences, international development, project management, public administration, business administration, or a related field is required; or
- A bachelor’s degree plus two additional years of relevant experience may be accepted instead of the advanced degree.
- At least 2 years of relevant experience with a master’s degree, or 4 years with a bachelor’s degree, in partnerships, development cooperation, international relations, research, or programme analysis is required, preferably in humanitarian, development, or peace contexts.
- Experience in partnerships, inter-agency collaboration, or stakeholder engagement is required.
- Experience with partner mapping, business intelligence, demand analysis, briefing notes, concept notes, or knowledge products is expected.
- Strong drafting, analytical, and communication ability is needed to turn strategic priorities into practical inputs.
- Comfort with standard office software and digital collaboration tools is required.
- Willingness to adopt digital transformation and new technologies is expected.
- Experience with the United Nations system, UNDP, UNV, or other international organizations is an asset.
- Background in volunteer management, volunteerism promotion, or civil society engagement is an added advantage.
- Experience supporting partnership development is a strong advantage.
Languages
Fluency in English and the local language of the duty station is required.
