Job description
Role Overview
This role is centered on managing subcontracting activities for project execution, ensuring compliance with internal quality processes, commercial controls, and labour-related requirements. You will work closely with internal stakeholders and subcontractors to support smooth delivery across projects and to strengthen subcontractor performance and governance.
Key Responsibilities
- Follow the organisation’s quality assurance procedures and standard operating procedures at all times.
- Work with internal departments and subcontractors, both on-site and outside the yard, to coordinate day-to-day subcontracting needs.
- Drive improvements to existing workflows, policies, and operating practices where needed.
- Build and maintain a dependable subcontractor pool to support workforce needs.
- Screen and register new subcontractors.
- Revalidate current subcontractors periodically.
- Carry out post-project assessments of subcontractor performance.
- Ensure subcontractor tender packages contain the right information and requirements.
- Prepare commercial terms and bid comparisons, and negotiate with subcontractors when required.
- Coordinate all subcontracting work for assigned projects.
- Support Project Management with claims reviews for original and variation scope, including the collection and reporting of subcontract costs.
- Check post-project evaluation summaries before they are submitted for final review by the Sub-contract Committee.
- Plan subcontractor workload ahead of time with the Production Department to ensure fair allocation.
- Create reports and presentation materials for management review when necessary.
- Review subcontractor applications and renewals for foreign worker permits.
- Manage subcontractors based on sponsorship classification requirements.
- Assess dependency ratios and confirm the adequacy of project values.
- Track recruitment progress for foreign workers.
- Monitor local worker employment activities.
- Conduct regular interviews to gather worker feedback.
- Carry out periodic interviews remotely or at approved locations such as work sites or dormitories.
- Review results from dormitory inspections.
- Process work commencement and payment documents such as job cards and work orders.
- Issue commendation or warning letters based on contractor performance and compliance levels.
- Handle subcontractor delinking matters.
- Take on other tasks as assigned by the immediate supervisor.
Requirements
- A diploma or degree in engineering, or a qualification considered equivalent.
- At least 1 year of subcontracting experience, along with basic production and/or engineering knowledge.
- Working proficiency with Microsoft Office, SAP, and the iSRP system.
- Strong communication and interpersonal abilities.
- Basic understanding of contract law, local regulatory requirements, and subcontracting business processes and systems.
- Current knowledge of corporate compliance, labour policies and procedures, and employment law.
- Awareness of market rates for labour and specialised services relevant to construction operations.
- Basic familiarity with offshore and marine construction capabilities and production facilities.
Work Location and Hours
The position is based in Singapore, with postings at either Tuas Yard, Pioneer Sector 1, Singapore 628437, or Tuas Boulevard Yard, 80 Tuas South Boulevard, Singapore 637051. Islandwide transport is provided for both locations.
Working hours are Monday to Thursday from 8:00am to 5:15pm, and Friday from 8:00am to 4:30pm.
