Job description
Role Overview
The International Monetary Fund is seeking a Senior Technical Assistance Officer to support the Institute for Capacity Development’s Global Partnerships Division in Singapore. Reporting to the Division Chief, this position is centered on growing the Fund’s resource mobilization base across Asia, creating new strategic partnerships, and strengthening the IMF’s visibility and position in the region for capacity development work.
The selected person will be based in the Singapore office and will hold the same rights and privileges as staff assigned to other overseas offices. The assignment is planned for three years, and the expected start is in the fall.
Key Responsibilities
- Drive fundraising activities to secure external financing for IMF capacity development work by engaging new partners in Asia and broadening the donor pool.
- Develop and sustain productive relationships with government bodies, development institutions, and regional organizations to advance fundraising goals.
- Act as the IMF’s representative in targeted interactions with existing and potential donor partners.
- Function as a primary connection point between headquarters and regional counterparts within ICDGP.
- Work in close coordination with IMF departments and field offices.
- Help prepare, negotiate, and finalize contribution agreements and partnership arrangements.
- Make sure donor interests are aligned with IMF capacity development priorities and strategy.
- Support outreach initiatives, communications work, and partner visibility activities.
- Plan and assist with missions, senior-level events, and strategic discussions that help strengthen the fundraising pipeline.
- Track delivery of partner-funded activities and contribute to accurate and timely donor reporting.
- Draft briefings and strategic notes to support engagement and fundraising efforts.
Requirements
- An advanced university degree, or an equivalent qualification, in business, finance, budgeting, accounting, statistics, computer science, or a related area is required; a CPA or similar professional credential is also acceptable when combined with substantial relevant experience.
- At least 8 years of relevant professional experience is required under the stated qualification route; alternatively, at least 2 years of experience in a related A12-level or equivalent role may be considered.
- Eight to ten years of donor fundraising experience is strongly preferred.
- Hands-on experience in fundraising, donor engagement, or partnership development, ideally with exposure to Asia, is needed.
- Experience working with development partners, international organizations, or government agencies, particularly in Asia, is important.
- Strong understanding of development assistance and capacity development issues is expected.
- Familiarity with IMF policies, operations, and capacity development activities would be a significant advantage.
- Demonstrated ability to manage complex stakeholder relationships and contribute to negotiations is required.
- Excellent communication, organization, and drafting ability is needed.
- Working knowledge of IMF budget and TA systems would be beneficial.
- Ability to work independently, juggle several priorities, and perform well under tight deadlines is essential.
- Excellent written and spoken English is required; knowledge of an Asian language would be an added advantage.
Additional Information
The successful applicant selected from regular staff will retain open-ended status. If the chosen candidate is currently a contractual employee, the offer will be for a term staff appointment. Staff members already serving on a term appointment will remain on their current term, although an extension may be possible if the term has not already been extended.
