About the Role

Parsons is hiring an experienced Senior Contracts Administrator to support its project management team in Tabuk, Saudi Arabia. The position focuses on end-to-end management of prime contracts, subcontracts, and joint venture agreements across major infrastructure or large construction programs.

In this role, you will work closely with project management, legal, procurement, and client teams to keep all contractual obligations on track, reduce commercial risk, and handle changes, claims, and disputes in line with Saudi procurement regulations and international contract frameworks such as FIDIC.

Key Responsibilities

  • Handle daily contract administration for prime contracts and subcontracts while ensuring alignment with contract terms, company policies, and Saudi legal requirements.
  • Lead variation and change management activities, including evaluation, negotiation, documentation, and approval of change orders, extensions of time, and amendments.
  • Identify contractual exposures early, assess claims, prepare justification or defense documents, and support dispute resolution efforts.
  • Support procurement activities by helping prepare RFP packages, screening bidders, reviewing commercial submissions, and assisting with negotiations for new awards and subcontracts.
  • Work with project controls and quantity surveying teams to review progress claims, invoices, payment certificates, and retention releases.
  • Oversee contract closeout tasks such as final account settlement, release of performance bonds, and collection of warranties and closeout documents.
  • Act as the main point of contact for contractual communication with clients, joint venture partners, subcontractors, and internal legal stakeholders.

Requirements

  • At least 10 years of hands-on experience in contract administration, commercial management, or construction law on large infrastructure, mega-project, or urban development programs.
  • Prior experience working in Saudi Arabia is required; familiarity with the Tabuk region or major gigaproject environments is a strong advantage.
  • A bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, Business Administration, or Law from an accredited institution.
  • Professional credentials such as MRICS, CCM, or similar qualifications are preferred.
  • Strong knowledge of FIDIC contract forms and Saudi government procurement regulations.
  • Excellent negotiation skills, commercial judgment, analytical capability, and the ability to manage complex contract matters.
  • Strong written and spoken English is required; Arabic is an added advantage.
  • Experience using contract management platforms such as Primavera Contract Management, Unifier, or SAP is preferred.
