Senior Civil Engineer

Job Purpose

HanmiGlobal is looking for an experienced Senior Civil Engineer to support its program management and PMCM function in Saudi Arabia. The position will provide senior-level civil engineering input and technical governance for a large-scale, multi-package land and infrastructure development program in Riyadh, delivered for a major government client.

The role focuses on program-wide technical oversight, engineering assurance, and cross-functional coordination to review and monitor civil design deliverables. You will help ensure all submissions are properly integrated and aligned with approved design criteria, infrastructure plans, statutory obligations, and operational requirements, working under the guidance of the Technical Manager and contributing to the successful execution of the wider development program.

Key Responsibilities

• Examine civil engineering reports, calculations, drawings, specifications, technical studies, and other submissions to confirm alignment with approved standards, regulations, client expectations, and project goals.
• Assess engineering approaches with attention to buildability, long-term maintenance, operating performance, safety, and whole-life considerations for civil infrastructure.
• Review civil elements of site development, grading, earthworks, utility corridors, infrastructure systems, and related works.
• Lead and coordinate technical reviews across disciplines so civil works are properly integrated with roads, drainage, utilities, irrigation, transport, landscaping, and other infrastructure networks.
• Contribute to engineering assurance by reviewing deviations, design changes, and compliance against applicable specifications and standards.
• Evaluate how design revisions, scope changes, value engineering proposals, and construction methods affect the civil engineering package.
• Advise on engineering risks, constructability, cost, programme, quality, maintainability, and lifecycle performance.
• Help resolve technical issues during design development and delivery while also identifying opportunities for innovation and continual improvement.
• Work with lead developers, consultants, contractors, utility companies, government bodies, and regulators on approvals, technical compliance, and civil engineering matters.
• Draft technical assessments, review comments, reports, executive summaries, and recommendations for the Technical Manager, PMCM leadership, and the client.
• Take part in technical workshops, coordination meetings, multidisciplinary reviews, and stakeholder engagement sessions.

Requirements

• A bachelor's degree in Civil Engineering from an accredited university.
• Chartered Professional membership or an equivalent professional accreditation.
• At least 15 years of professional experience in civil engineering, infrastructure delivery, land development, transportation, utilities, or major capital projects.
• Background in PMCM, PMC, consultancy, developer, contractor, or client-side environments, ideally on major infrastructure and land development programmes in Saudi Arabia or the GCC.
