Role overview

This position sits within the Industry Manpower Development division at the Singapore Economic Development Board (EDB). The team focuses on strengthening Singapore’s workforce competitiveness and supporting the development of talent and capabilities needed for current and emerging industries.

About the division

The Industry Manpower Development division works against a backdrop of external pressures and local constraints to help Singapore build a globally competitive workforce. Its responsibilities include shaping manpower policy, developing education and capability-building ecosystems, creating tools and initiatives that support career aspirations, improving access to global talent, and helping build an industry-ready workforce. The division also works closely with industry groups, government agencies, and companies to ensure manpower strategies are grounded in industry realities and balanced with socio-economic needs.

What you will do

  • Collaborate proactively with industry groups to co-create practical solutions at the sector or company level that support talent and capability development priorities.
  • Work with government agencies, institutes of higher learning, and tripartite partners on policies and programmes that keep the local workforce relevant and competitive. This includes examining industry talent needs, career pathways across sectors, and attrition from courses to industries.
  • Oversee and assess global talent attraction products, including drafting and refining implementation guidelines, advising on how the products should be used, and reviewing related policy inputs with key stakeholders.
  • Study workforce data, including information linked to EDB’s job creation efforts, to support industry talent and capability development initiatives.

Requirements

  • A bachelor’s degree in any field.
  • At least 1 year of relevant professional experience, with preference for backgrounds in consulting, public policy, capability development, corporate or regional HR, or similar areas.
  • A proactive, self-driven, curious, open-minded, and resourceful working style.
  • Strong strategic judgment and analytical skills.
  • Good command of language and writing.
  • Excellent communication and relationship-building skills, with the ability to engage stakeholders effectively across different seniority levels.
  • Interest in, or familiarity with, education, training, and human capital development will be an advantage.
  • Singaporean citizenship is required.
