About the Role

The New York City Department of Consumer and Worker Protection (DCWP) is looking for a Senior Quality Analyst to support its Project Management Office team. Reporting to the Executive Director of the PMO, this role focuses on protecting the reliability, accuracy, and quality of system deliveries across multiple projects and stakeholders through testing, validation, and defect management.

DCWP serves New Yorkers by enforcing consumer and workplace protections, licensing thousands of businesses across many industries, and helping residents and working families improve financial well-being. The agency also researches public policy and supports compliance through guidance, resources, and equitable enforcement.

What You’ll Do

  • Create, update, and maintain test frameworks and test cases for web, CRM, and mobile products.
  • Carry out functional, regression, integration, and cross-browser testing.
  • Partner with developers, project managers, and business analysts to make sure requirements are clear and testable.
  • Maintain QA documentation such as test plans, test cases, traceability matrices, and test summary reports.
  • Run manual test scenarios, especially in early development stages.
  • Support test planning and effort estimation for new initiatives and change requests.
  • Guide junior QA engineers and help strengthen the QA team’s capabilities.
  • Adopt new QA tools, techniques, and best practices where appropriate.
  • Manage test data and validate data using SQL.
  • Record, monitor, and report defects in tools like DevOps, and verify fixes in a timely manner.
  • Assist with environment setup and configuration needed for testing.
  • Share clear status updates and defect metrics with stakeholders.

Minimum Qualifications

Applicants must meet the civil service eligibility requirements for the title, including permanent employees in the civil service title, comparable title (under 6.1.9), those eligible under the 55-a program, or candidates reachable on the civil service list.

  • Master’s degree in computer science from an accredited college or university plus 3 years of progressively responsible, full-time, satisfactory IT experience; at least 18 months must be in an administrative, managerial, or executive capacity in relevant IT functions or supervising staff in those duties; or
  • Bachelor’s degree from an accredited college or university plus 4 years of progressively responsible, full-time, satisfactory IT experience; or
  • Four-year high school diploma or equivalent plus 6 years of progressively responsible, full-time, satisfactory IT experience; or
  • A combination of education and experience equivalent to the options above, provided the candidate has at least a four-year high school diploma or equivalent and at least 3 years of the required IT experience, including the 18 months of administrative, managerial, executive, or supervisory experience.

Substitution Rules

When there is no bachelor’s degree, undergraduate credits may replace up to 2 years of the required IT experience, using 30 semester credits for 6 months of experience. Graduate computer science credits may replace up to 1 year of the required IT experience, using 30 graduate semester credits for 1 year of experience. These substitutions cannot replace the required 18 months of administrative, managerial, executive, or supervisory experience.

Preferred Experience

  • 5+ years in QA for enterprise-scale applications.
  • Strong grasp of SDLC, Agile delivery, and QA best practices.
  • Experience testing Microsoft Dynamics CRM is a significant advantage.
  • Familiarity with Azure DevOps, including test case management and CI/CD pipeline integration.
  • Working knowledge of DevOps and other testing or source-control tools.
  • Background in cloud environments such as Microsoft Azure.
  • Comfort writing SQL queries for test setup and data validation.

Additional Information

This role may allow remote work for up to 2 days per week under the Flexible Work Pilot Program.

New York City residency is not required.
