About the Opportunity
This role supports a national public health initiative for the Department of Veterans Affairs focused on disease monitoring and rapid response to emerging health threats across the VA system. The work includes epidemiologic investigations, large-scale patient lookback and notification efforts, and specialized public health laboratory testing that supports clinical care and outbreak response.
The position is based onsite in Northern California and may involve occasional travel to nearby affiliated medical facilities. It is designed for someone with experience in federal health, public health, or clinical research environments who can work with sensitive patient data in a fast-moving, mission-driven setting.
Please note that this is tied to a future business opportunity and is currently in the pre-proposal stage. Employment is dependent on the contract being awarded.
Role Summary
The selected candidate will use a broad set of public health methods to support surveillance, investigations, and analytical studies that help inform decisions affecting Veterans' health and safety. The job calls for strong analytical thinking, comfort with both study design and statistics, and the ability to turn findings into clear, practical guidance.
Responsibilities
- Use modern quantitative and qualitative public health approaches, drawing on both empirical and literature-based methods, to support surveillance, investigations, and analytical studies.
- Apply a wide range of techniques as needed, including simple and epidemiological surveys, observational methods, randomized controlled trials, outcome measurement, interviews, focus groups, and secondary or meta-analysis.
- Keep up with new developments in public health methodology and understand how major methods have evolved over time.
- Work with epidemiologists and other subject-matter experts to plan studies and interpret data.
- Convert analytical results into concise reports and recommendations for leadership and stakeholders.
Required Experience and Knowledge
- Strong familiarity with current public health methodology, including both quantitative and qualitative, as well as empirical and literature-based approaches.
- Working knowledge of the full range of public health methods, from surveys and observational designs to randomized controlled trials, interviews, focus groups, and secondary/meta-analysis.
- Understanding of the history and development of major public health survey and analytical methods.
Preferred Experience
- Previous analytical work on a VA or VHA contract, or with PHSR, especially on epidemiologic investigations or patient lookback projects.
- Background in disease surveillance, outbreak investigation, or public health emergency response.
- Experience partnering with epidemiologists and clinical experts and preparing executive-ready or client-ready reports from analysis.
- Ability to use statistical tools such as SAS, R, SPSS, or Stata.
Education
A bachelor's degree in public health, epidemiology, biostatistics, or a closely related discipline is required. A Master of Public Health (MPH) or an equivalent graduate degree is strongly preferred.
Eligibility, Clearance, and Additional Conditions
Candidates must be able to obtain and maintain a U.S. government Public Trust clearance. Because of contract requirements, applicants must be U.S. citizens or lawful permanent residents (green card holders).

Compensation
The expected annual salary range is $90,000 to $110,000, with final pay based on experience.
