Job description

Overview

This role calls for applied engineering knowledge to support key operational work within the Engineering Division. The incumbent must show strong initiative and be able to make independent decisions quickly, often without immediate supervision. These decisions may affect the City of Indianapolis, city leadership, and public policy. The position reports to the Program Manager.

Key Responsibilities

  • Develop the scope and plan for proposed public improvement projects, including gathering data and meeting with residents, community stakeholders, elected officials, and other city departments during the scoping stage.
  • Evaluate possible design approaches, prepare cost estimates, and recommend the option best suited to the project.
  • Monitor construction methods and workmanship to confirm that contractors complete roadways, bridges, traffic signals, storm systems, and wastewater work according to approved plans and specifications.
  • Review active work, resolve project issues, and help keep assignments moving toward successful completion.
  • Provide training to other DPW employees and act as the sole inspector on certain construction projects.
  • Support inspection efforts on large, complex construction projects across the city.
  • Maintain regular contact with contractors as part of the job.
  • Handle all information with strict confidentiality.
  • Perform other related duties as assigned, as the responsibilities may expand over time.

Qualifications

Applicants should have a high school diploma or equivalent plus 3 years of experience in transportation design, construction inspection, or project management. The role requires strong familiarity with federal, state, and city codes, policies, and ordinances related to transportation, traffic, storm, and wastewater systems. Candidates must understand civil engineering terminology and core principles well enough to interpret specifications and construction documents. The job also requires the ability to perform calculations for materials, labor, expenses, technical survey data, and engineering work using algebra, trigonometry, and geometry. Clear communication is essential, especially when working with contractors, consultants, and city staff. A thorough understanding of how to review plans and specifications for compliance is required, along with strong knowledge of the Indiana Manual on Uniform Traffic Control Devices. A valid driver's license is required.

Preferred Qualifications

A bachelor's degree in engineering or a related technical discipline is preferred. Completion of INDOT construction management and supervision courses and/or APWA construction management courses is also desirable.
