About the Role
An international consultancy firm is looking for a Policy Specialist to join their team for a significant project focused on building construction and infrastructure development in land and water transport in East Africa, specifically Rwanda. This role requires extensive experience in policy formulation and implementation.
Responsibilities
- Develop and refine policies related to building construction and land/water transport infrastructure.
- Provide expert advice on governance and institutional reforms within the project scope.
- Conduct in-depth policy research and draft comprehensive policy briefs.
- Engage with various stakeholders to build consensus and support evidence-based decision-making.
- Contribute to capacity building and institutional strengthening initiatives.
- Undertake policy advocacy to ensure successful project outcomes.
Requirements
- Master’s degree in Policy, Public Policy, Political Science, Law, Economics, Governance, or Development Studies.
- A minimum of 10 years of professional experience in policy development, governance, or institutional reform.
- At least 5 years of experience in a senior advisory or leadership capacity, guiding policy formulation and implementation for large-scale programs.
- Demonstrated expertise in policy research, drafting policy briefs, and advising on regulatory and institutional reforms.
- Proven track record in stakeholder engagement and consensus building.
- Experience in supporting evidence-based decision-making processes.
- Experience in capacity building and institutional strengthening.
- Proficiency in the English language is essential.
Additional Information
Proof of experience or training expertise must be supported by a valid certificate. The required qualification must be proven by a copy of the relevant degree. If the procuring entity requests personnel not listed among the advertised staff, the requested personnel shall be paid at a rate equal to that of staff with the same qualification (e.g., social sciences or engineering). The institution requesting personnel not appearing on the list of contracted staff shall indicate, in the Statement of Services (SoS), the field of expertise requested and the amount to be paid. This rate shall correspond to that of contracted staff with the same field and level of qualification. The rate for requested personnel shall be indicated on a separate sheet for both local and international staff. No reimbursable expenses are allowed; all expected costs must be included in the rate of each personnel.
