Role overview

This is a six-month contract opportunity, with the possibility of extension, based in Dubai. The role supports a major government digital transformation programme focused on improving shared digital channels used by citizens, residents, and businesses.

You will contribute to initiatives with national-level impact by combining programme management support with business analysis. The position involves working closely with multiple stakeholders to strengthen governance, improve delivery discipline, and enhance customer experience across digital services.

Key responsibilities

  • Assist with PMO work, programme governance, planning, and coordination across several digital initiatives.
  • Track delivery status, milestones, risks, issues, and interdependencies throughout the programme.
  • Build senior-level dashboards, governance packs, and performance reports for leadership review.
  • Work with stakeholders from different government entities to keep priorities aligned and delivery on track.
  • Capture, document, and confirm business requirements.
  • Review end-to-end customer journeys to spot friction points and areas for improvement.
  • Turn analysis into practical recommendations that improve customer experience and digital channel performance.
  • Support ongoing improvement efforts through reporting, measurement, and data analysis.
  • Maintain programme records, governance routines, and reporting quality standards.

What the role requires

  • Background as a Business Analyst, PMO Analyst, or PMO Support professional within large-scale digital transformation work.
  • Solid understanding of PMO governance, programme reporting, and the project lifecycle.
  • Hands-on experience in gathering requirements and producing clear, accurate documentation.
  • Ability to analyse customer journeys and identify opportunities to improve digital services.
  • Strong analytical, problem-solving, and reporting capability.
  • Experience managing stakeholders across several functions or government organisations.
  • Confidence creating executive presentations, dashboards, and governance materials.
  • Strong communication and facilitation skills.
  • Experience in government, public sector, or large enterprise digital transformation programmes is an advantage.
