Job description

Role Overview

This position supports physical security operations for Pearl Harbor Naval Shipyard and IMF at Joint Base Pearl Harbor-Hickam, Hawaii. The role focuses on ensuring protective measures are properly planned, implemented, reviewed, and maintained to safeguard people, property, and equipment.

Key Duties

  • Oversee physical security needs such as locks, alarms, access controls, personnel and vehicle identification, security force effectiveness, protection measures for designated areas, and security hardware.
  • Coordinate repairs and corrective actions for facility-related and personnel-related security gaps.
  • Examine and approve construction plans to confirm that security principles and methods are built into projects from the start.
  • Develop the Pearl Harbor Naval Shipyard and IMF Physical Security Plan and create monitoring methods that support compliance with policy requirements.
  • Independently draft, review, and update security operations and physical security documents and instructions so they align with higher-level guidance and mission needs.
  • Serve as the main point of contact with the Joint Base Pearl Harbor-Hickam Major of Operations on security programs affecting shipyard assets.
  • Take part in critiques and debriefings tied to security incidents.

Employment Conditions

  • An interim and/or final security clearance is required before starting work and must be maintained.
  • Personal protective equipment must be worn throughout the work shift, including helmets, gloves, coveralls, glasses, goggles, respirators, and safety shoes.
  • The role may involve travel from the regular duty location to CONUS and OCONUS destinations, including remote or isolated sites, and travel by military or commercial aircraft for extended periods.
  • Employees may need to lift or carry items weighing up to 30 pounds.

Qualifications

For GS-12, candidates need at least one year of specialized experience at the GS-11 level, or equivalent experience in the public or private sector. The required background includes analyzing physical security policies, procedures, and practices; checking whether proper security controls such as locks, alarms, and access systems are in place; identifying vulnerabilities; recommending fixes; contributing to a physical security plan; and participating in a command-level physical security assessment to protect personnel, property, and equipment.

  • Employees who do not use return rights within five years lose that eligibility and are treated as local hires.
  • Pay retention may be available when certain conditions are met.
  • Selection of an annuitant is subject to Department of Defense and Department of the Navy policies on annuitants.
  • If placed through PPP and determined well-qualified, candidates will be assigned at the full performance level.
  • ICTAP applicants must meet all qualification standards, be rated highly qualified or better, and submit required documents including the agency notice, most recent performance appraisal, and most recent SF-50 or equivalent personnel action showing position, grade, and duty location.
  • Military spouse preference candidates will be placed at the highest grade for which they apply and are determined best qualified.
