Overview

Neste is seeking a Permit to Work Coordinator to join its Operations team in Tuas, Singapore. This role sits within a global renewable fuels business that focuses on reducing greenhouse gas emissions through renewable diesel and sustainable aviation fuel. The position plays a key part in maintaining safe, efficient maintenance activity within the refinery by coordinating permit issuance and working closely with Operations and Maintenance teams.

Role purpose

You will be responsible for managing the Permit to Work process so that maintenance and project activities can be executed safely and in line with internal work instructions. The job involves close collaboration with Operations shift teams, Operations support, and Maintenance contractors to ensure that work is authorized, prioritized, and monitored correctly.

As part of the PTW function, you will help maintain safe work practices, support operational readiness, and contribute to continuous improvement of permit-related procedures. The role also includes leadership during shutdowns and turnarounds, as well as training and documentation support.

Responsibilities

  • Oversee the day-to-day execution of the Permit to Work issuing process so it remains safe, smooth, and dependable.
  • Review simultaneous operations to confirm that work can proceed safely before permits are approved.
  • Coordinate permit issuance between Operations and Maintenance contractors in accordance with PTW procedures.
  • Improve PTW workflows and related standard operating procedures on an ongoing basis.
  • Maintain PTW records, execution tracking, and KPI monitoring.
  • Set permit priorities based on planned work so maintenance and project schedules run smoothly.
  • Make go/no-go decisions for unplanned permit requests.
  • Lead the PTW team during unit shutdowns and turnaround activities.
  • Deliver training and induction on PTW procedures for refresher sessions and new employees.
  • Support shift teams with preparation and endorsement of Lock-out/Tag-out and blinding documentation.

Requirements

  • Diploma in Chemical Engineering or an equivalent qualification is required.
  • 3 to 5 years of relevant experience in the oil and gas sector, including Permit to Work responsibilities.
  • Strong coordination and teamwork abilities are essential.
  • Good analytical thinking and problem-solving ability, with the confidence to make technical decisions independently.
  • Clear communication and stakeholder management skills, with the ability to work across Operations, Maintenance, Projects, and HSE functions.
  • Experience guiding or mentoring junior engineers and technicians.
  • Ability to stay effective under pressure, especially during shutdowns or urgent troubleshooting.
  • A strong commitment to safety, quality, and compliance.
