Role overview

Transport for London is hiring a Performance Analyst to join the Operational Policy, Insight & Analysis team in Southark, London. The position is a 12-month fixed-term contract, with the possibility of becoming permanent, and carries a salary of around £39,000 per year at Band 2.

The analyst will help SPE make better use of its 600 operational resources, along with the resources of policing partners. Working with the performance manager, the postholder will support the move toward a problem-solving, intelligence-led, evidence-based directorate. The work involves gathering, researching, analysing and interpreting information to produce strong insight that shapes priorities and guides the deployment of police and other uniformed resources.

You will work as part of a small performance team focused on understanding how the directorate is performing and assessing how effective its response is.

Key responsibilities

  • Study data and intelligence to inform SPE priorities and decision-making.
  • Spot opportunities to work with MPS, BTP and CoLP.
  • Keep partners informed and share relevant information with stakeholders.
  • Identify risks, threats and vulnerable groups to support strategy development.
  • Track and review the performance of SPE and partner organisations.
  • Turn analysis into clear insight that supports decision-making.
  • Check that data is accurate and judge whether sources are reliable.
  • Offer analytical support and advice to colleagues and stakeholders.
  • Handle and distribute information in line with policies and agreed protocols.
  • Deliver analytical tasks while balancing competing priorities.
  • Work across multiple projects and adjust to changing operational needs.
  • Contribute to monthly scorecard reporting.
  • Deal with information requests, including freedom of information requests, often on short timelines.
  • Present analytical findings to internal and external stakeholders.

Knowledge, skills and experience

The successful candidate should bring solid expertise in trend analysis, evaluation and performance insight. Familiarity with legislation such as the Data Protection Act, Freedom of Information Act, Police Act and GLA Act is desirable, along with awareness of the main issues affecting surface transport services in London and an understanding of TfL’s structure, culture and processes.

They should understand the research and analytical techniques needed to support strategic, tactical and operational work, and know how data, intelligence and information can be used to measure performance, identify emerging issues and prioritise resources. The role also requires the ability to plan analytical work end to end using basic project management methods.

Strong interpersonal skills are essential, including the ability to build effective working relationships across a wide range of teams, organisations and roles. The role calls for advanced data manipulation, visualisation, statistics and analysis skills, plus excellent time management, organisation and the ability to stay accurate under pressure and tight deadlines.

Applicants should be confident in research, analysis, spoken presentation and written communication, including tactical analysis. Strategic thinking, sound reasoning and the ability to draw conclusions are important. The position also requires IT capability, including querying tools, mapping/GIS tools, and the willingness to learn new data management and business intelligence systems. Strong working knowledge of MS Office tools such as Word, Excel, PowerPoint, Outlook and Project is needed, and there should be openness to developing more advanced skills such as coding.

Experience in analytical or problem-solving roles is essential, along with strong stakeholder management, influencing and negotiation skills. The role also requires the ability to produce high-quality reports and documentation, manage workload effectively, provide progress updates and plan deliverables. Exposure to operational settings, resource prioritisation, partnership working and using analysis to improve outcomes would be beneficial.
