Role overview

We are looking for a Nuclear Business Analyst to join a specialist team building a tailored, cloud-based Nuclear Material Accounting & Control (NMAC) platform for a major civil-nuclear operator in Abu Dhabi. This is a mission-critical platform that runs on Microsoft .NET, manages nuclear material tracking, and generates statutory submissions for the national nuclear regulator and the IAEA.

The position calls for someone who can turn nuclear material accountancy rules into a clear, implementable functional design while ensuring every regulatory report is accurate and defensible.

Key responsibilities

  • Take ownership of the functional specification and convert IAEA requirements, including Code 10 labelled formats and Subsidiary Arrangements, along with national regulatory rules, into system design.
  • Map and define material movement workflows such as KMP/MBA accounting, inventory changes, period closing, and PIL/MBR/ICR processes.
  • Review report structures and content to confirm regulatory compliance and approve sample outputs.
  • Run requirements workshops and act as the link between the operator’s Safeguards team and the development team.
  • Assist with UAT, verify data migration results, and support end-user training.

Requirements

  • Strong practical expertise in nuclear material accounting and control / safeguards, including IAEA and national regulatory frameworks.
  • Working knowledge of safeguards reporting such as ICR, PIL, and MBR, as well as the IAEA Code 10 labelled format.
  • Solid business analysis capability, including requirement gathering, writing functional specifications, and process modelling.
  • High attention to detail and the ability to work in an environment where regulatory precision is essential.
  • Preferred: experience delivering or replacing an NMAC / nuclear material accountancy system.
  • Preferred: exposure to a nuclear operator, regulator, or the IAEA.
  • Preferred: CBAP or IIBA certification.
