Role overview
The Uganda Country Office is delivering two initiatives: the Netherlands-funded Access to Justice for Sustainable Development (AJSD) programme and the Sweden-funded Community Justice Programme II (CJP II). The office was physically established in 2018 and received host country agreement status in 2019. The country team includes 14 staff members: 2 international and 12 nationally recruited employees, under the leadership of the Country Manager.
AJSD is centered on three priorities: improving justice services for survivors of gender-based violence by cutting case backlogs and raising awareness of rights; strengthening commercial and land justice systems to support business and investment through faster dispute resolution; and promoting self-reliance for refugees and vulnerable host communities through better legal protection and access to justice.
CJP II follows on from CJP I, which focused on legal empowerment of grassroots communities and strengthening duty bearers. The current programme works to help communities uphold their rights by increasing legal awareness, improving dispute resolution systems, and expanding legal aid for vulnerable people. It also addresses emerging areas such as juvenile justice, refugee protection, and prevention of trafficking in persons.
Monitoring and reporting activities follow IDLO’s monitoring guidelines, Theory of Change guidance, and relevant donor standards. The organization aims to further strengthen and integrate monitoring, evaluation, learning, and reporting across all programme work. At project level, monitoring and reporting are part of the full project cycle and are essential for results-based management. Ongoing review of inputs, outputs, and outcomes produces timely performance evidence, supports accurate reporting, and enables adaptive management and informed decisions. These processes also contribute to institutional reporting, including the Strategic Results and Resources Framework (SRRF), and support mid-term and final evaluations.
Position summary
Reporting to the Monitoring, Evaluation and Learning Coordinator and working closely with programme teams, regional management, and HQ MEL colleagues, the Monitoring & Reporting Officer is responsible for coordinating monitoring, evaluation, learning, and reporting systems across assigned projects. The position provides technical support on MEL approaches and tools, strengthens the quality and use of programme data and evidence, coordinates reporting and assessment processes, and helps drive evidence-based decisions, adaptive management, and programme quality.
Key responsibilities
- Develop, implement, and maintain MEL systems, tools, and processes for the assigned programmes and projects.
- Lead and coordinate internal and external reporting, including inputs to SRRF, and support the production of evidence, lessons learned, and knowledge materials that improve accountability, learning, and programme quality.
- Support evaluations, assessments, and learning exercises, ensuring findings are turned into practical improvements for implementation, adaptation, and decision-making.
- Design, update, and maintain core MEL instruments such as theories of change, logical frameworks, results frameworks, key performance indicators, indicator tracking tables, MEL plans, risk tools, and data collection tools.
- Ensure MEL plans and related activities are implemented and recorded in line with IDLO guidance, project compliance requirements, and donor expectations.
- Identify technical, budgetary, and staffing needs linked to MEL delivery and escalate issues that require management attention.
- Support and contribute to baseline and pre-intervention assessments, including contextual analysis, target setting, and collection of data needed for project design and implementation.
- Review programme performance and contextual changes through data analysis, field monitoring, and reflection sessions, and advise teams on adaptation, learning, and performance improvement.
- Maintain the quality, consistency, and accuracy of MEL data and information reported through SRRF, donor reports, and other internal and external reporting channels.
- Prepare and contribute to progress reports and MEL reports, ensuring monitoring data is analyzed clearly and aligned with approved tools and project documentation.
- Support the creation of knowledge products, lessons learned, success stories, and analytical briefs that strengthen organizational learning and programme quality.
- Coordinate evaluations and internal assessments by reviewing terms of reference, supporting consultant management, handling technical and logistical arrangements, and contributing to reports and management responses.
- Provide technical advice to programme staff, partners, and consultants on MEL methods, tools, systems, and reporting requirements.
- Perform any other duties that fall within the scope and grade of the role.
Requirements
- A master’s degree, or equivalent advanced qualification, in monitoring and evaluation, international development, social sciences, public policy, statistics, economics, or a closely related field; alternatively, a relevant academic background combined with strong professional experience.
- At least 5 years of progressive experience in monitoring, evaluation, learning, and reporting, preferably in international development, rule of law, governance, or donor-funded programmes.
- Fluency in English is mandatory; knowledge of local languages is an advantage.
- Proven experience in building and managing MEL frameworks and systems, analyzing data, preparing donor and management reports, and supporting or coordinating evaluations and assessments.
- Experience using both quantitative and qualitative methods, including mixed-method approaches such as surveys, key informant interviews, focus group discussions, and similar evidence-gathering techniques.
- Strong ability to produce analytical monitoring reports with clear findings, lessons learned, success stories, and evidence-based recommendations.
- Experience with data quality assurance practices such as data quality assessments, verification checks, spot checks, and partner data validation is preferred.
- Experience in capacity building, including training enumerators, partners, and programme teams on MEL tools and processes, is an asset.
- Prior exposure to work with international organizations and multiple donors is an advantage.
Terms and conditions
This is a locally recruited role offered on a 12-month affiliate contract, with the possibility of extension depending on performance and funding availability.
The annual basic salary is UGX 91,223,536, and the package also includes medical insurance and leave entitlements in line with IDLO Employee Regulations and Rules.
This position is open only to candidates who are nationals of the duty station, or who hold permanent resident status or another legal authorization that permits work in the duty station. Locally recruited staff are not eligible for allowances or benefits reserved for international employees.
