Role overview

The Manager of Market Research & Insights leads end-to-end research efforts that help shape strategic decisions and planning at the Dubai Department of Economy and Tourism (DET). The position is accountable for designing and running both qualitative and quantitative studies, interpreting market movements and audience behavior, and making sure research findings are translated into actions across the organization.

What you will do

  • Build and execute a market research roadmap that is closely aligned with DET’s broader goals and priorities.
  • Plan and deliver research projects using both qualitative and quantitative methods to better understand market conditions and consumer patterns.
  • Monitor market shifts, customer behavior, and competitor activity, then turn the findings into recommendations for senior leadership.
  • Lead, coach, and develop a team of researchers and analysts while encouraging strong collaboration and high research standards.
  • Work closely with teams such as marketing, sales, and product development so that research findings are embedded into business decisions and daily operations.
  • Select, manage, and evaluate external agencies and vendors to ensure projects are completed on time, within budget, and to the required quality level.
  • Prepare and present insights and strategic suggestions to senior stakeholders in a clear, practical, and decision-ready format.
  • Keep up with emerging research techniques and tools, and introduce useful innovations into the research approach where appropriate.
  • Convert complex datasets into clear strategic takeaways that support informed decision-making.
  • Create and roll out advanced KPIs to track the impact of market strategies.
  • Analyze market segments to uncover expansion opportunities and areas that need strategic refinement.
  • Continuously review research methods to maintain high levels of relevance, reliability, and accuracy.
  • Promote the use of modern research platforms and technologies to strengthen the team’s analytical capability.
  • Serve as the main contact point for market insights within the department and coordinate with other teams to spread insights across DET.
  • Develop strong working relationships with industry specialists, research organizations, and market analysts to stay ahead of evolving trends.
  • Support the broader Global Competitiveness & Reporting strategy by contributing ideas for Market Research & Insights priorities, initiatives, and performance improvement.
  • Help drive achievement of the section’s OKRs and KPIs so overall targets are met.
  • Contribute to planning annual and long-term capital and operating budgets so strategic and operational plans can be delivered.
  • Support budget management by helping ensure spending is controlled, variances are minimized, and funds are directed toward value-adding work.
  • Assist in developing policies, procedures, and processes for the section in line with all applicable laws and regulations.
