About NTUC
Founded in 1961, the National Trades Union Congress (NTUC) has been advancing workers’ interests in Singapore for decades. It brings together 59 unions, seven trade associations, 12 social enterprises and other partners to improve workers’ lives across different stages of life.

About the Role
The Industry Training Officer (ITO) helps companies and workers manage economic and workplace transformation in Singapore. As businesses adopt artificial intelligence, automation, data analytics and other digital tools, the ITO works with business leaders, unions and Company Training Committees (CTCs) to drive productivity improvements, better jobs and stronger workforce outcomes while supporting fair employment, healthy labour-management relations and tripartism.
This role contributes to NTUC’s mission of creating better jobs, stronger enterprises and sustainable change. It involves building company relationships across sectors, supporting technology-enabled transformation, and ensuring workers benefit from AI adoption through reskilling, job redesign and career progression.
Core Responsibilities
The ITO role combines three closely linked functions:
- Business advisor and developer: Establish partnerships, introduce the CTC model to senior business leaders, HR teams and union counterparts, and advise organisations on transformation strategy, technology adoption and responsible implementation across business use cases such as automation, analytics, HR and customer-facing applications.
- Facilitator: Lead transformation and Ops-Tech Roadmapping sessions with management and unions, help stakeholders prioritise AI initiatives that create business value and workforce gains, identify technology and AI skill gaps, and recommend suitable learning pathways.
- Coordinator: Work across NTUC, government agencies, training providers and AI solution partners to support CTC-backed technology projects, monitor business, reskilling and job redesign outcomes, and help scale effective transformation practices across sectors and clusters.
The role also includes assessing business processes, job roles and workforce capabilities to identify opportunities where AI can improve productivity and job quality, as well as guiding job redesign, reskilling, redeployment and change management discussions.

Requirements
- A diploma or degree in Business, Engineering, Human Resources, Economics, Public Policy, Technology or a related field.
- At least 3 years of relevant experience, ideally in workforce development, business improvement, technology transformation, facilitation or consulting.
- Candidates with strong potential from related roles or internships are also encouraged to apply.
- A genuine interest in AI-enabled transformation.
- Strong analytical and problem-solving ability.
- Good communication and facilitation skills.
- Comfort in working with varied stakeholders.
- An adaptive, curious and people-focused approach.
