Job description

The Role

The HR Business Partner is a hands-on and strategic HR lead who combines business partnering with end-to-end people operations. This position works closely with leaders to strengthen organizational performance while also taking full ownership of HR administration, payroll, employee lifecycle management, and adherence to Saudi labor rules and official government requirements.

The person in this role is accountable for smooth HR delivery, precise payroll processing, and consistent compliance across all HR and government systems.

Key Responsibilities

  • Work closely with business leaders to understand team and organizational needs and convert them into practical HR solutions.
  • Contribute to workforce planning, organizational structuring, and restructuring efforts.
  • Serve as a reliable point of guidance on HR policies, employee concerns, and people-related decisions.
  • Support change initiatives and programs that improve organizational effectiveness.
  • Help shape employee relations, engagement, and retention approaches.
  • Lead performance management activities such as goal setting, review cycles, and evaluations.
  • Assist managers with performance conversations and improvement plans.
  • Take part in talent reviews, succession planning, and employee development planning.
  • Partner with Talent Acquisition to support hiring needs and workforce planning.
  • Identify skill and capability gaps and help coordinate development actions.
  • Own the monthly payroll process from start to finish.
  • Prepare, calculate, and verify payroll inputs such as salaries, variable pay, overtime, allowances, commissions, deductions, leave balances, and payroll adjustments.
  • Handle final settlements and end-of-service benefits in line with Saudi Labor Law.
  • Ensure payroll is accurate, confidential, and completed on time.
  • Coordinate with Finance on payroll funding, validation, and salary release.
  • Investigate and resolve payroll issues and employee payroll questions.
  • Manage HR-related government platforms and portals, including Qiwa, Mudad, GOSI, HRSD, and other relevant systems.
  • Complete required transactions and regulatory tasks within deadlines.
  • Maintain full compliance with Saudi labor regulations and reporting responsibilities.
  • Handle issues and escalations with government authorities when needed.
  • Manage full employee lifecycle activities, including contracts, onboarding, offboarding, renewals, amendments, terminations, probation tracking, and confirmations.
  • Maintain employee records, personnel files, and official HR documentation.
  • Issue employment certificates and formal HR letters.
  • Ensure employee documentation remains complete and accurate.
  • Support visa and work permit documentation whenever applicable.
  • Track and follow up on immigration-related matters such as visa applications and renewals, Iqama issuance and updates, and government submissions.
  • Coordinate with external service providers and PROs.
  • Make sure all immigration processes meet regulatory requirements.
  • Administer HR systems, employee services, and internal operational tools.
  • Manage HR platforms, employee access updates, and related work tools such as telecom or business services where required.
  • Keep HR data accurate and aligned across systems.
  • Support automation efforts and operational process improvements.
  • Provide day-to-day HR operational support to managers and employees.
  • Advise on practical application of Saudi labor law in daily situations.
  • Support the rollout of HR policies and procedures.
  • Resolve operational HR queries from employees and managers.
  • Ensure HR processes are applied consistently across the organization.

Requirements

  • A bachelor’s degree in Human Resources, Business Administration, or a related discipline is required.
  • Between 5 and 8 years of HR experience, including exposure to HR business partnering and HR operations.
  • Prior work experience in Saudi Arabia is essential.
  • Strong understanding of Saudi Labor Law and related government regulations is needed.
  • Hands-on payroll processing experience is mandatory.
