Job description
Role overview
This position leads the planning, design, coordination, and rollout of modern learning and development solutions that respond to competency requirements and compliance obligations. The role is focused on improving workforce capability and business results through blended learning, strong governance, and effective training operations.
In addition to overseeing internal learning activities, the role is responsible for assessing training needs, guiding the team, maintaining quality standards, using digital learning tools, and keeping training documentation accurate and complete. It also includes identifying suitable external learning options and managing outside training partners to support changing business priorities.
Key responsibilities
- Direct, coordinate, and structure the section’s activities so that the organization’s learning and development plans and timelines are delivered efficiently using available staff and external providers.
- Keep the team engaged, motivated, and supported so that members can contribute effectively and reach their potential.
- Contribute to the annual budgeting cycle by preparing input for the Department Manager.
- Gather the required information and prepare the section’s budget calculations.
- Track priorities and progress continuously, making adjustments when needed to maintain cost control.
- Support the availability of capable personnel by initiating hiring, development, and training actions where needed.
- Coach, develop, motivate, and evaluate employees within the reporting area.
- Assess learning needs against competency requirements and business objectives to build annual training plans that are relevant and effective.
- Apply blended learning approaches, including the 10-20-10 model, to combine formal instruction with social learning.
- Oversee the Qafco-Teaches-Qafco train-the-trainer initiative and make sure learning is delivered to the required standards.
- Lead the development of engaging and high-quality learning content aligned with learning pathways and quality expectations.
- Manage the team responsible for curriculum design, delivery, quality assurance, and training effectiveness measurement, including ROI assessment.
- Ensure academic and development progress reports for participating nationals remain accurate and up to date.
- Keep senior management informed about section performance against plans to support coordination and oversight of L&D activities.
- Administer the learning management system for delivery, tracking, reporting, and recordkeeping related to learning activities and compliance.
- Introduce e-learning solutions, including AI-enabled tools, to meet business needs and encourage continuous learning.
- Work with business stakeholders to implement individual development plans that strengthen capability and performance.
Requirements
- A bachelor’s degree, preferably in Human Resources or a closely related discipline, from a recognized university.
- Professional certification such as CIPD, SHRM, or a similar qualification is preferred.
- Workplace assessor certification is considered an advantage.
- Minimum 10 years of experience in Learning and Development, including at least 5 years in a leadership position.
- Demonstrated ability to develop and deploy organization-wide learning solutions that support transformation.
- Hands-on experience with learning management systems and new learning technologies.
- Strong understanding of competency framework design and implementation.
