Role overview
The Full Service Schools Program Manager will report to the Director of Full Service Schools and provide both strategic and day-to-day leadership to help the program run effectively, meet performance expectations, and remain sustainable. The position is centered on grant administration, system oversight, reporting, and compliance, while also strengthening partnerships, tracking progress, and working across departments to support youth opportunity, mental health, and well-being in Duval County Public Schools. The role also helps improve site-level execution and coordinator performance through coaching, analysis, technical support, training, and continuous improvement efforts, contributing to broader community impact goals in Northeast Florida.
Key responsibilities
- Oversee the rollout and ongoing performance of the Full Service Schools model across program sites, ensuring activities stay aligned with program goals, funder requirements, and organizational priorities.
- Work closely with the Full Service School Director to address operational and strategic needs, support school and community partnerships, and help supervise providers so their work matches contractual and program expectations.
- Lead grant management across all funding streams tied to Full Service Schools, ensuring deliverables, milestones, and reporting obligations are completed on time and in compliance with contract, program, and funder standards.
- Track progress against goals and outcomes using performance measures and compliance indicators to evaluate effectiveness.
- Study best practices and analyze program and provider performance data, then turn the findings into clear reports, practical recommendations, and next steps for Community Impact leadership.
- Advise department leadership on strategy, risks, and opportunities by combining site-level insights, provider trends, and coordinator feedback.
- Partner with Finance, Marketing, Resource Development, and other teams to support coordinated execution, shared accountability, and timely decisions.
- Coach and support FSS Coordinators so they can improve service delivery, solve problems, meet compliance expectations, strengthen school-provider relationships, and apply continuous improvement practices.
- Manage provider accountability through compliance checks, audits, site visits, and performance reviews.
- Maintain databases, reporting processes, and knowledge management systems, with a focus on data accuracy, user-friendly entry, proper documentation, and effective use of SAMIS.
- Support learning, training, and capacity-building activities for staff and providers to reinforce expectations, system use, compliance standards, and quality implementation practices.
- Coordinate and deliver key communications and events that keep information clear, timely, and aligned with implementation and outcome goals.
- Assist with additional duties as needed to support an efficient, collaborative work environment.
Requirements
- A bachelor’s degree from an accredited institution in social work, public administration, education, business administration/management, or a closely related field.
- At least 3 years of experience in a relevant field; the role also references 3 to 5 years of experience.
- Proven leadership in complex, multi-site initiatives, preferably in education, nonprofit, or community impact settings.
- Strong knowledge of grants and contracts, including compliance management, deliverable tracking, reporting, and funder requirements.
- Ability to read and interpret program data, identify trends, and translate findings into informed decisions and practical actions.
- Experience coaching staff or coordinators to improve implementation quality, accountability, and outcomes.
- Ability to build and maintain partnerships with school districts, service providers, and cross-sector stakeholders.
- Comfort with data systems and technology, including program databases such as SAMIS and Microsoft Office tools.
- Familiarity with school-based mental health or youth-serving programs and their role in removing barriers to learning.
- Strong communication, collaboration, and facilitation skills for working across departments and with senior leaders.
- Excellent organization, adaptability, sound judgment, prioritization, and problem-solving skills in a fast-paced environment.
- Ability to work with limited supervision and manage priorities in coordination with a supervisor.
- Flexibility to work variable shifts in a hybrid remote setup.
- Must be able to pass a pre-employment drug screen.
- For staff who drive on business, proof of a valid driver’s license and current auto insurance is required.
- Must pass and maintain a Level 2 background screening, including fingerprint-based checks through state law enforcement agencies and the FBI.
- Ability to keep work aligned with organizational values and contribute to a positive culture.
- Willingness to take part in broader organizational activities and represent the organization positively in the community and with external partners.
- Unique equivalent skills and experience may substitute for some listed requirements.
Additional information
Physical demands include sitting, standing, walking, talking, carrying, lifting, speaking, hearing, frequent keyboard use, and prolonged computer screen time. The role may occasionally require travel by personal vehicle and work outside the normal office setting.
