Job description

Job Purpose

Coordinate the daily operations of the Fire Technician and Fire Department to ensure all emergency response equipment is maintained and ready for any situation. The role also ensures the Emergency Response Team (ERT) is prepared to respond at all times and acts as a Subject Matter Expert (SME) for Emergency Preparedness & Response (EPR) matters.

Key Accountabilities

Emergency Response Team Management & Support

  • Coordinate the Emergency Response team to minimize loss of life and assets.
  • Schedule ERT training, plan and execute drills, conduct critiques, and implement improvement opportunities.
  • Manage the ERT roster and oversee member competency to ensure it is always current.
  • Collaborate with schedulers to address shortfalls in on-shift responder numbers.
  • Manage and maintain the Fire Training Ground for effective skills development for the ERT.
  • Act as Incident Commander for any facility emergency situation.
  • Review and update the Emergency Preparedness & Response Procedure (EPRP) to align with current requirements (e.g., OE, NFPA, RLIC).
  • Participate in standardizing response methods across shifts and understand applicable NFPA standards.
  • Engage in Job Safety Analyses (JSAs), open flame hot work permits, fire box inspections, partial breakages of Lock Tag & Try, critical lifts, and closed-out confined space entry permits.
  • Assist in writing, revising, and implementing approved work practices or SOPs for fire department operations.
  • Supervise on-shift fire and safety coordinators and Fire Technicians, assigning daily tasks and monitoring performance through guidance and coaching.

Emergency Response Equipment Maintenance

  • Conduct scheduled inspections, testing, and maintenance of equipment, maintaining records and reporting defects. Manage repair/replacement processes and submit SAP work requests for maintenance.
  • Collect and analyze critical safety items like foam stock, breathing air, and potable eye-wash stations regularly to ensure compliance.
  • Manage the facility's fire extinguisher and breathing air equipment inspection program.
  • Coordinate and supervise third-party contractor activities for extinguisher and breathing air maintenance.
  • Supply and maintain breathing air and related equipment for the facility, including washing, drying, bagging masks, refilling breathing air bottles, and maintaining cascade systems.
  • Ensure adequate on-site stock levels of firefighting and emergency response consumables.

Policies, Systems, Processes & Procedures

  • Contribute to identifying opportunities for continuous improvement of departmental systems, policies, processes, and practices in line with international best practices to enhance productivity and operational efficiency.
  • Provide critical input to support the development of section systems, policies, and procedures to meet business requirements.
  • Implement all relevant section policies, processes, procedures, and instructions to ensure work is performed in a controlled and consistent manner.

Quality, Health, Security, Safety and Environment

  • Ensure compliance with regulatory requirements and relevant QHSSE procedures and controls to guarantee employee safety and high-quality product/service delivery.

Reporting

  • Prepare reports accurately and on time to meet departmental requirements, policies, and standards.

Qualifications & Experience

Education

  • Required: Diploma in Fire Science, Paramedic, Occupational Safety, or a related discipline.
  • Preferred: Bachelor’s degree in Fire Science, Paramedic, Occupational Safety, or a related field.

Experience

  • Required: 5–7 years of relevant experience in Emergency Response.
  • Preferred: Experience in Industrial Firefighting.

  • Fire Academy
  • Industrial Firefighting
  • National Incident Management System (NIMS)
  • Advanced Incident Command System (ICS) courses (minimum ICS-100 / ICS-200)
  • Training in confined space, high-angle, and technical rope rescue
  • Hazardous materials (HAZMAT) training
  • First aid training including CPR and Basic Life Support (BLS)

Languages

  • Required: English – proficient
  • Preferred: Arabic – working knowledge
