Engineering Manager – Facilities (MEP / HVAC)

About the Role

The Department of Finance in Abu Dhabi is seeking an experienced Engineering Manager to oversee its facilities' mechanical systems, with a strong focus on MEP and HVAC. This role is crucial for ensuring the operational stability, compliance, and energy efficiency of the department's buildings. You will be responsible for optimizing system performance, leading maintenance strategies, and coordinating with various stakeholders, including landlord facilities management teams and external contractors. A key aspect of this position involves enhancing internal technical capabilities and mentoring emerging engineers.

Key Responsibilities

• Monitor and optimize the performance of mechanical building systems, including HVAC, to ensure stable operations and occupant comfort.
• Develop and implement preventive and predictive maintenance programs to minimize reactive maintenance and improve system reliability.
• Oversee Building Management Systems (BMS), including programming changes, trend analysis, and alarm management, to address control issues.
• Drive energy and sustainability initiatives by implementing energy analytics, tracking consumption, and achieving reduction targets.
• Ensure adherence to all relevant health, safety, environmental, and building code requirements, maintaining up-to-date technical documentation and standard operating procedures.
• Provide technical leadership and coordinate effectively with landlord FM teams, HVAC contractors, and the department's FM supplier.
• Lead the resolution of issues related to temperature and humidity variances, dehumidification, and indoor air quality, including mould mitigation.
• Develop contingency plans for critical system failures and manage incident response effectively.
• Guide HVAC/MEP improvement projects and support the design and retrofitting of future office spaces.
• Mentor UAE National graduate engineers to build in-house technical expertise.
• Support the line manager with additional duties as required.

Experience and Qualifications

• A Bachelor's degree in Mechanical Engineering or Building Services Engineering is required.
• A minimum of 10 to 15 years of experience in managing complex HVAC/BMS environments, chilled water systems, airside balancing, and control logic is essential.
• Familiarity with Siemens/Tridium BMS is highly preferred.
• Experience with energy analytics and sustainability programs is advantageous.
• Professional certifications such as IFMA CFM or ASHRAE membership/certifications are preferred.
