Engineer, Site Construction - Civil & Structural

Role overview

This position represents ArcelorMittal Tubular Products Jubail at the project site and is responsible for overseeing the civil and structural construction scope carried out by the EPC contractor. The role is entirely site-based and focuses on ensuring that earthworks, foundations, concrete activities, underground structures, buildings, steel structures, platforms, supports, and industrial infrastructure are delivered safely, on schedule, and in line with approved engineering documents and quality expectations.

Key responsibilities

• Track the EPC contractor’s civil and structural execution to confirm compliance with IFC drawings, technical specifications, codes, and contractual obligations.
• Maintain a constant presence at site to supervise workmanship, sequencing, and execution quality.
• Check setting-out, elevations, alignment, dimensions, tolerances, and the structural integrity of foundations, concrete works, and steel structures.
• Oversee earthworks, excavation, piling where required, underground works, backfilling, and compaction.
• Monitor formwork, reinforcement, concreting, curing, grouting, finishing, and structural erection activities.
• Assess work programs, schedules, manpower, equipment allocation, and actual daily progress against site conditions.
• Spot delays, low productivity, interface issues, and construction risks, and support corrective and recovery measures.
• Follow the implementation of QA/QC controls, including inspections, testing, NCR closure, and punch-list completion.
• Confirm receipt, storage, handling, installation, and readiness of materials and work packages for handover.
• Enforce HSE controls during excavation, lifting operations, working at height, and structural erection.
• Coordinate civil and structural activities with mechanical, piping, electrical, instrumentation, third-party stakeholders, and authorities, while preparing accurate site updates to support the Construction Manager, variations, and claims.
• Issue work permits in accordance with AMTPJ safety guidelines and the required checklist.
• Carry out joint site inspections and risk reviews, and define mitigation actions before permit issuance.
• Attend contractor toolbox talks regularly as per the agreed work schedule.

Education and experience

• Bachelor’s degree in Civil Engineering, Structural Engineering, or a closely related discipline from an accredited university.
• At least 5 to 10 years of experience in industrial civil and structural construction projects.
• Background in a client, owner, or PMC site supervision role.
• Experience supervising EPC contractors on foundations and concrete structures, structural steel, industrial buildings, and heavy industrial facilities such as steel plants or pipe mills.
• Prior exposure to industrial projects in Saudi Arabia or the GCC is preferred.

Skills required

• Solid understanding of industrial civil and structural construction methods and work sequencing.
• Ability to read and interpret IFC drawings, technical specifications, and construction details.
• Strong command of QA/QC practices, including ITPs, testing, inspections, and punch-list handling.
• Proven ability to supervise work across multiple disciplines and contractors.
• Confidence in reviewing and challenging EPC contractor performance in a professional manner.
• Capability in construction planning, progress tracking, productivity analysis, and recovery planning.
• Effective communication, coordination, and reporting skills.
• Working knowledge of Primavera P6, MS Project, and Microsoft Office tools.

Additional information

This is a full-time, onsite position based in Jubail, Eastern Province, Saudi Arabia. The role includes site-based construction oversight, permit coordination, safety review participation, and regular interaction with contractor teams and project stakeholders.

Terms and conditions

Applicants should hold the relevant engineering degree and bring the required industrial construction supervision experience. Experience in Saudi Arabia or the GCC is an advantage.
