Job description
Role overview
This position is focused on controlling project costs across major road and bridge construction assignments. The manager will be responsible for planning, monitoring, and managing cost performance so that delivery stays aligned with the approved budget. The role requires setting up reliable cost-control processes, keeping a close watch on spending, preparing forecasts, and spotting financial risks as well as opportunities for savings or value improvement.
Key responsibilities
- Prepare and evaluate both conceptual and detailed cost estimates for infrastructure-related works.
- Handle material and subcontract comparisons, including negotiation support and final selection.
- Support the development of technical proposal submissions and related deliverables.
- Draft and review the top sheet, indirect cost estimates, and risk/opportunity assessments.
- Present and justify proposals to senior management.
- Manage the post-award handover process.
Qualifications and experience
- A bachelor's degree in Civil Engineering is required.
- At least 20 years of professional experience is needed, including a minimum of 5 years in a senior estimator role.
- Hands-on experience with CESSM4 and engineering tools such as Civil 3D, Revit, and AutoCAD is expected.
- Strong working knowledge of the MS Office suite is mandatory.
- Candidates should bring solid cost awareness, technical understanding, and knowledge of execution methodology.

This role is for large-scale road and bridge construction projects in Riyadh, Saudi Arabia. The position is full-time and onsite.
