Role Overview

U.S. Federal Solutions is looking for a Contract Specialist II to provide cradle-to-grave acquisition and contract administration support for the Centers for Disease Control and Prevention (CDC). This position suits an acquisition professional who can handle federal procurement actions, build solicitation and award packages, conduct market research, coordinate with program offices, and keep contract files compliant and complete.

The role spans the full acquisition lifecycle, including pre-award planning, solicitation development, evaluation support, award processing, and post-award administration. The selected candidate will work alongside contracting officers, program staff, vendors, and other stakeholders to help ensure procurement work is accurate, timely, fully documented, and aligned with federal acquisition rules.

Responsibilities

  • Support pre-award work for purchase orders, task orders, and contracts by carrying out market research, procurement planning, historical procurement analysis, and review coordination.
  • Help program offices prepare accurate and complete procurement packages so requirements can move smoothly through the acquisition process.
  • Draft, edit, and organize solicitation and acquisition file documents such as RFPs, RFQs, IFBs, combined synopsis/solicitations, memorandums, checklists, and determinations and findings.
  • Prepare pre-solicitation and solicitation notices for review and release through channels such as SAM.gov, GSA eBuy, NITAAC, NASA SEWP, and agency systems.
  • Assist with small business actions, including 8(a) offering letters, coordination with the Small Business Administration, and data entry in the Small Business Customer Experience system.
  • Coordinate with government-wide acquisition contract vehicles and servicing agencies when procurements are executed through GWACs or other interagency methods.
  • Support vendor communication, pre-proposal conferences, evaluation meetings, and other procurement-related discussions.
  • Assist with technical and past performance evaluations by helping organize materials, facilitate discussions, support scoring and ranking records, and prepare source selection documentation.
  • Review business and pricing elements of offers or quotes, support negotiation objectives, document conclusions, and help prepare award recommendations.
  • Prepare award packages, notices, debriefing materials, unsuccessful offeror feedback, supporting records, and procurement reports in FPDS.
  • Assist with post-award administration, including kickoff meetings, unilateral and bilateral modifications, option notices, administrative actions, and contract terms and conditions documentation.
  • Provide acquisition guidance to program officials and contractors on contract administration matters.
  • Support de-obligation actions across contract types including firm-fixed-price and cost-type contracts.
  • Build, maintain, and submit complete digital contract files for purchase orders, task orders, contracts, and modifications within required timelines.
  • Respond to data calls, participate in workload meetings, and provide prompt support to contracting personnel and program stakeholders.

Requirements

  • At least 5 years of experience in federal acquisition, procurement, or contract administration support.
  • FAC-C certification or an equivalent credential.
  • Practical understanding of federal contracting activities across pre-award, solicitation, evaluation, award, and post-award stages.
  • Hands-on experience preparing or reviewing acquisition documents such as RFQs, RFPs, IFBs, combined synopsis/solicitations, memorandums, checklists, award packages, and contract modifications.
  • Working familiarity with FAR-driven procurement rules, market research, acquisition planning, and contract file requirements.
  • Experience supporting vendor communications, evaluation records, award materials, and procurement reporting.
  • Ability to juggle several procurement actions, work to deadlines, and keep electronic files well organized.
  • Strong written and verbal communication skills for effective coordination with contracting officers, program offices, vendors, and other stakeholders.
  • Proficiency with Microsoft Word, Excel, Outlook, and Teams.
  • Preferred: experience supporting civilian federal agencies, HHS, CDC, or public health acquisition environments.
  • Preferred: familiarity with systems such as SAM.gov, GSA eBuy, NITAAC, NASA SEWP, FPDS, SBCX, or similar procurement platforms.
  • Preferred: experience supporting small business coordination, including 8(a) procurements and SBA documentation.
  • Preferred: experience with multiple contract types, including firm-fixed-price, task orders, purchase orders, and cost-type contracts.
  • Preferred: FAC-C, DAWIA, or another acquisition-related certification.
