Role summary

CDOR is hiring a Business Analyst III for the Innovation, Strategy, and Delivery Division within the Application Management Team. This position acts as a key connection point between business units, vendor development teams, and Office of Information Technology developers to help design, implement, and support systems that meet stakeholder needs. The role is performed remotely and involves using standard processes and Agile methods to analyze requirements, document workflows, support testing, and review system problems.

Key responsibilities

  • Lead requirement discovery through interviews, workshops, open discussions, brainstorming, and prototyping.
  • Convert business needs into technical requirements that developers can build from.
  • Track scope carefully, communicate requirement changes, and help prevent scope creep.
  • Apply Agile practices during requirement gathering, development, and iterative delivery.
  • Build stakeholder lists, project plans, and management plans, then monitor deliverables and timelines.
  • Support quality assurance by helping design test plans and test cases from user and functional requirements.
  • Prepare and run unit, user acceptance, and regression testing based on acceptance criteria.
  • Investigate system issues and distinguish between true defects and training-related problems.
  • Serve as a liaison for business partners, leadership, and external vendors to improve transparency and coordination.
  • Create reports, schedules, visuals, and progress updates for managers and stakeholders.

Minimum qualifications

This position is open only to residents of Colorado at the time the application is submitted.

Experience-only path: Applicants need six years of progressive professional experience in business analysis or closely related work. Within that experience, at least one year must involve the Colorado DRIVES application in one of these settings: state or county position, technical or telephone support, or state/county trainer.

Education and experience path: A bachelor’s degree from an accredited institution in business administration, public administration, computer science, information systems, or a related field is required, along with two years of progressive professional business analysis or directly related experience. At least one of those two years must involve the Colorado DRIVES application in one of the same qualifying contexts listed above.

Substitution rule: Additional relevant experience may replace the degree requirement on a year-for-year basis.

Preferred background

  • More experience with Colorado DRIVES, including system use, technical support, or training support
  • Experience in state or county environments, especially motor vehicle or driver services work
  • Strong background in requirements gathering for software development
  • Experience refining Agile user stories, including splitting stories when needed
  • Ability to negotiate features, timelines, and scope
  • Comfort leading large meetings with diverse stakeholder groups
  • Experience testing enterprise applications
  • Experience training users on enterprise applications
  • Ability to manage bugs and track defects
  • Experience documenting current-state and future-state business processes
  • Strong vendor, team, and stakeholder relationship management skills
  • Experience supporting strategic projects with tight timelines and budgets
  • Knowledge of Colorado statutes, rules, and laws and how they affect software requirements
  • Agile, Scrum, or Business Analyst certification

As a condition of employment, all CDOR personnel must file required Colorado individual income tax returns and remain compliant with tax obligations. Final candidates must also pass a background investigation and reference check before appointment. Some positions may require additional scheduled background screening based on duties.

If a worker is expected to drive a state-owned vehicle, they must maintain a valid driver’s license and a safe driving record. Motor vehicle records will be reviewed for employees who are assigned a state fleet vehicle, required to drive as part of the job, or use a state fleet vehicle as a pool vehicle.
