Role Overview

This position focuses on driving the implementation of the Target Operating Model across international branches and subsidiaries, while supporting governance, operational improvement, regulatory alignment, and cross-border banking initiatives. The role also involves coordination with internal stakeholders, monitoring of operational activity, and support for quality and process enhancements across designated markets.

Key Responsibilities

The role includes ownership and coordination of multiple operational, governance, and improvement activities that support international banking operations.

  • Support the rollout of the Target Operating Model across international branches and subsidiaries.
  • Carry out domain assessments, gap analysis, and periodic reviews of regulatory requirements.
  • Assist senior management with governance implementation and day-to-day oversight of branches and subsidiaries.
  • Contribute to the review and redesign of policies and procedures.
  • Coordinate projects that increase the use of the group’s international branches and products in line with corporate priorities.
  • Help establish and apply quality assurance practices across assigned countries.
  • Monitor implementation of new products, systems, and processes across the relevant international units.
  • Provide KPI-related input to support performance tracking and service quality measurement.
  • Coordinate with user departments and international branches on project requirements and execution timelines.
  • Work with internal teams to define service level agreements and improve turnaround times.
  • Support international branches and subsidiaries during TOM implementation, including product rollout, training, and operational guidance.
  • Collect country-specific requirements during the setup of new business or branch openings.
  • Review business requirement drafts and branch procedures, then secure the necessary stakeholder approvals.
  • Track daily, weekly, and monthly operational reporting from international units and act on issues where needed.
  • Escalate compliance matters to Group Compliance and communicate business decisions to the relevant international teams.
  • Coordinate banking projects such as acquisitions, system changes, product launches, service enhancements, and conversion activities.
  • Oversee complex, high-volume, or high-risk operational items that may affect departmental and international operations objectives.
  • Support improvement work in efficiency, quality, and system optimization.
  • Engage effectively with managers, operating units, and other stakeholders.
  • Guide branches and subsidiaries in closing internal and external audit observations within the required timelines.
  • Conduct periodic visits to international branches to verify alignment with expected standards and promote continuous improvement.
  • Lead cross-functional improvement efforts and encourage innovation and better-than-standard practices.
  • Provide support and direction to project managers, supervisors, analysts, and branch users.
  • Maintain strong knowledge of electronic banking, core banking, international regulations, and operating practices.
  • Review team performance regularly, address conflicts or grievances promptly, and support staff development and coaching.
  • Comply with legal, regulatory, compliance, conduct risk, operational risk, and internal policy requirements.
  • Support RCSA, KRI monitoring, incident reporting, and remediation activities as needed.
  • Maintain confidentiality, data protection, and professional standards in line with QNB expectations.
  • Handle other related duties assigned by management from time to time.

Education and Experience

A bachelor’s degree from a recognized university is required, preferably in Marketing, Banking, Finance, Accounting, Economics, Business Administration, Information Technology, or a related field. A master’s degree is preferred.

Candidates should have 10 years of experience in electronic banking and operations, including at least 5 years in international operations management. Strong operational banking knowledge is needed to support branches from setup through go-live and ongoing service delivery, along with solid compliance knowledge for regulatory requirements. The role also requires strong document-writing ability for business requirements, procedures, and guidance materials.
