Job description

About the Role

The Department of War Education Activity is seeking an Administrative Officer to support school operations in Landstuhl, Rhineland-Palatinate, Germany. This role focuses on administrative leadership across budget management, personnel support, student services, property oversight, reporting, and compliance-related facility operations.

Key Duties

  • Lead the planning, coordination, control, and review of budget preparation, analysis, and spending.
  • Work with Headquarters to arrange manpower support for the school.
  • Handle civilian personnel actions and provide administrative support for staffing matters.
  • Oversee student registration, attendance tracking, academic records, tuition-related status, and similar school processes.
  • Administer school property and equipment inventories and related oversight activities.
  • Create administrative and personnel reports through the information management system.
  • Manage programs related to facilities, safety, and security to maintain compliance with required guidance.
  • Serve as the first-level supervisor for support staff.

Conditions of Employment

  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.
  • U.S. citizenship is mandatory.
  • Pay must be set up for direct deposit.
  • A one-year probationary period may be required.
  • Employment depends on a suitability and fitness determination based on a background investigation.
  • A one-year supervisory probation period may be required.
  • This role requires a Tier 1 investigation with childcare checks because the work involves contact with children and youth under 18.
  • You must submit either Public Financial Disclosure Report (OGE 278) or Confidential Financial Disclosure Report (OGE 450) when you enter the position and every year after that.
  • A transportation agreement may be required.
  • You must meet the requirements of DoD civilian personnel policy for employment in foreign areas and employee return rights.
  • Employees recruited from the Continental United States, along with their U.S.-citizen family members, must obtain official passports before departing for the overseas assignment.

Qualifications

Applicants must be U.S. citizens and meet the stated education and/or experience standards. Relevant experience may include both paid and unpaid work, including volunteer service through national service or other organizations. Your resume should clearly show qualifying experience, and transcripts are required if you are qualifying through education.

To qualify through experience, you need at least one year of specialized work that includes managing an annual budget and overseeing manpower support and/or hiring actions. This is comparable to work performed at the GS-09 level in the federal service.

To qualify through education, you may use a PhD or equivalent doctoral degree, or three full years of progressively higher graduate study leading to such a degree, or an LL.M. in a relevant field such as Public Administration or Business Administration.

A combination of education and experience may also be used if it totals 100% of the requirement.

  • Selection is subject to restrictions tied to the Department of War referral system for displaced employees.
  • The stated salary includes locality pay or Local Market Supplement.
  • More than one vacancy may be filled through this announcement.
  • Relocation payments are generally taxable under current law, and the Relocation Income Tax Allowance may reimburse eligible taxes related to taxable travel income. It does not apply to new government employees or employees returning from an overseas assignment for separation from government service.
  • Applicants must meet Exceptional Family Member Program requirements.
  • Applicants must be U.S. citizens and must not be considered ordinarily resident under the applicable Status of Forces Agreement. Ordinarily resident rules vary by host nation and depend on time spent in-country and related status.
  • Applicants subject to the five-year overseas rotation rule must have enough remaining time to complete the initial tour. Waivers are not guaranteed for this requirement.
  • Employees in their fourth year of an overseas assignment generally cannot be selected unless a waiver of the five-year overseas service limit is approved.
  • Those recruited from the United States may be eligible for foreign area benefits such as Living Quarters Allowance, government quarters, home leave, and similar benefits, subject to approval and applicable regulations.
  • Those recruited outside the United States will have foreign area benefit eligibility determined at hire.
  • Host-nation laws or international agreements may affect the ability of a same-sex domestic partner or spouse to accompany the employee and receive certain benefits.
  • The initial overseas tour is 36 months.
  • Reemployed annuitants should review the relevant federal service information before applying.
  • Military spouse preference may be claimed.
  • Priority Placement Program preference may be claimed.

Federal employment includes a broader benefits package, and benefit eligibility depends on the type of appointment and work schedule. Overseas employees and family members with special medical needs should confirm that required care is available before accepting the position. Military treatment facilities may not be available to civilians except on a space-available basis, and host-nation medical or dental providers may be the primary source of care. Employees and family members may be responsible for paying for medical or dental services obtained overseas.
