Role overview

The Office of Naval Research is seeking an Administrative Officer to oversee division-level administrative, budgetary, and financial operations. This role focuses on setting administrative and management objectives, guiding day-to-day execution, and ensuring that financial and operational activities support the division’s mission.

Key duties

  • Set administrative and management goals and translate them into workable objectives for the division.
  • Plan, direct, coordinate, and carry out the division’s administrative and financial management activities.
  • Manage both direct and indirect budgets, monitor actual spending against planned allocations, accept funding, and review expenditure trends to identify and resolve issues.
  • Oversee cost center administration, reimbursables, and direct charge activities connected to NRL Working Capital Fund operations.

  • This is a mission-essential role, meaning continuity of operations and completion of mission-critical tasks may be required.
  • Travel to CONUS and OCONUS locations, including remote or isolated sites, may be necessary, and extended travel on military or commercial aircraft may be required.
  • Completion of training and obtaining/maintaining a government travel card are required for travel-related purchases.

Minimum qualifications

To qualify at the required level, you must show at least one year of specialized experience equivalent to GS-05/10 or pay band NO-02 in federal service, or comparable experience in a public or private organization, performing most of the following:

  • Preparing, presenting, and managing multi-million-dollar direct and indirect budgets in a Navy Working Capital Fund environment.
  • Building and interpreting detailed financial statements and management reports to guide leadership on resource, space, and infrastructure needs.
  • Serving as the main operational point of contact with external support divisions to improve workflow and internal processes.
  • Leading division-wide human resources functions and supervising a varied team across procurement, budget, personnel, and clerical work.
  • Creating organizational plans and defining procurement resource needs to support changing projects and workloads.

Education options

If you do not meet the experience requirement, you may qualify through education or a mix of education and experience. Acceptable education includes a Ph.D. or equivalent doctoral degree, three full years of progressively higher-level graduate study leading to such a degree, or an LL.M. if it is related to the position. A transcript must be included if you are qualifying through education.
