Job purpose
HanmiGlobal is hiring a Quality Manager to support its program management and PMCM function in Saudi Arabia. The role is responsible for steering quality assurance and compliance across a large multi-package land and infrastructure development program in Riyadh, delivered for a major government client.
You will provide program-level direction, governance, coordination, and oversight for all QA/QC work across the program. The position requires ensuring that audit processes, non-conformance handling, compliance tracking, and continuous improvement activities are fully embedded and aligned with contractual commitments, approved specifications, regulatory requirements, and client expectations, while helping the overall program succeed.
The role reports to the Program Director.
Key responsibilities
- Create, implement, and sustain the program’s Quality Management System, including quality procedures, standards, templates, governance workflows, and reporting structures.
- Promote consistent quality practices across all program packages and help build a strong culture of compliance, accountability, quality awareness, and ongoing improvement.
- Evaluate and confirm the Quality Management Plans prepared by lead developers, consultants, and contractors.
- Track how effectively QA and QC processes are being applied so they remain aligned with contract terms, approved specifications, engineering standards, and relevant regulations.
- Manage inspections, testing records, quality documentation, performance metrics, and quality reporting for the full program.
- Design the program audit plan and direct internal and external audits, surveillance checks, and compliance reviews.
- Follow up on the closure of audit observations, non-conformances, corrective and preventive actions, and lessons learned.
- Maintain alignment with ISO 9001 and any other applicable quality standards, while encouraging continuous improvement and awareness initiatives.
- Facilitate quality review meetings, workshops, and coordination discussions with PMCM teams, lead developers, consultants, contractors, and other stakeholders.
- Prepare senior-level dashboards, KPI reports, management briefs, compliance reviews, and recommendations for PMCM leadership and the client.
- Support risk management by identifying quality-related risks and encouraging engineering excellence across the program.
Requirements
- A bachelor’s degree in Engineering, Construction Management, Quality Management, or a closely related field.
- Professional chartered status or an equivalent recognized accreditation.
- At least 15 years of relevant professional experience in quality management, quality assurance, quality control, infrastructure delivery, urban development, or major capital projects.
- Background in PMCM, PMC, EPCM, consultancy, developer, contractor, or client-side environments, ideally on large infrastructure and land development programs in Saudi Arabia or the GCC.
- Strong working knowledge of Quality Management Systems, QA/QC, ISO 9001, compliance monitoring, non-conformance control, CAPA, root cause analysis, inspection and testing oversight, and quality reporting.
- Proven leadership, stakeholder engagement, communication, strategic thinking, and problem-solving ability.
