Role overview
The Dubai Financial Services Authority is seeking a Manager, Policy to support the ongoing development and upkeep of its policy framework. The position involves shaping regulatory policy across a wide range of subject areas, including capital markets, funds, technology and innovation, digital assets, banking, insurance, and AML/CTF, with work guided by organizational priorities.
The role also includes building and maintaining communication with both internal and external stakeholders through a variety of channels, such as drafting regulatory guidance and responding to policy queries.
Core duties
This position contributes to policy development, change assessment, and engagement activities across the Policy & Legal Division.
Policy development
- Support the DFSA’s regulatory policy framework by following internal policy and legislative development processes.
- Prepare policy papers, draft consultation papers, and present policy positions.
- Review public consultation feedback and help draft formal responses.
- Work with internal teams and external stakeholders, including market participants, peer regulators, international standard-setters, and industry bodies, to shape policy positions.
Change management
- Assess whether policy or strategic adjustments are needed in a specific area.
- Compare possible options and evaluate the advantages and drawbacks of each.
Internal and external engagement
- Help design, maintain, and run the Policy & Legal Division’s outreach, engagement, and communications activities.
- Coordinate content and planning for communication with internal and external stakeholders.
Eligibility and experience
Candidates should hold a bachelor’s degree in a relevant discipline such as economics, finance, law, or international relations.
The role calls for 5 to 7 years of relevant experience in financial regulation or a related industry environment, along with familiarity with public authorities and international relations. Experience in internal and external communication activities is also required.
Applicants should be comfortable using Microsoft Office and other communication tools.
Skills and attributes
The successful candidate should bring a strong understanding of financial services, government relations, policymaking, and regulatory frameworks. The role requires sound judgment, strategic thinking, creativity, and the ability to solve complex problems by selecting suitable solutions.
Strong English communication skills are essential, both written and verbal, with Arabic considered an advantage. The position also requires the ability to manage multiple priorities, deliver high-quality work under tight deadlines, and learn quickly.
Additional profile requirements
The DFSA is looking for someone who can understand risk concepts and apply them in a regulatory setting, translate strategy into action, and communicate complex issues clearly to different stakeholder groups.
