Role overview

Okta is seeking a Learning & Development Program Manager to lead Toronto’s Talent, Development, and Experience ecosystem within the global L&D organization. The position sits at the intersection of employee experience, manager capability, and AI-enabled transformation, with a mandate to move local development work from manual, program-by-program delivery to scalable, technology-assisted systems.

In this role, you will help shape AI-driven modernization, translate local needs into practical solutions, and act as a trusted partner to leaders and cross-functional teams. The work is geared toward building stronger learning experiences, improving workflows, and enabling measurable behavior change across the Toronto site.

What you will do

  • Set the direction for Toronto’s learning and talent experience and oversee how it evolves over time.
  • Plan and deliver key site programs such as onboarding, manager development, and employee experience initiatives from start to finish.
  • Represent the local site within the global onboarding strategy, adapting it to Toronto needs while keeping it scalable.
  • Weave learning into everyday work so that development drives lasting changes in behavior rather than one-time participation.
  • Own local manager capability efforts and support leader growth in the Toronto office.
  • Work with Workplace and senior leadership to position the office as a hub for culture and development.
  • Monitor engagement, adoption, and business outcomes at the site level.
  • Help build and execute the AI enablement approach for learning and development.
  • Spot repetitive or difficult workflows and redesign them using AI-supported tools such as copilots, automation, content generation, and knowledge retrieval.
  • Evaluate, pilot, and demonstrate AI solutions including LLMs, content automation, and workflow-enablement tools.
  • Support the shift from basic AI awareness to visible, measurable usage.
  • Use AI tools to speed up learning design, improve personalization, and shorten program iteration cycles.
  • Advise senior stakeholders on new approaches to AI-enabled learning and development.
  • Translate incoming requests into practical solutions such as workflow redesign, manager enablement, AI augmentation, or targeted learning.
  • Run working sessions that help teams identify friction points and redesign how work is completed.
  • Guide leaders and teams on AI-enabled talent strategy, manager effectiveness, and future-of-work skills.
  • Balance global priorities with local requirements while advocating for site-specific needs.

Working style and relationships

  • Collaborate closely with senior leaders, People Business Partners, and other stakeholders to ensure initiatives support business results.
  • Act as a strategic advisor on AI enablement and manager effectiveness.
  • Build dependable, trust-based relationships across global teams.
  • Remain effective in a fast-changing environment with shifting priorities.
  • Communicate proactively and clearly, including timelines, risks, and expected impact.

Experience and qualifications

  • At least 5 years of experience in leadership development, learning strategy, or program management.
  • Proven ability to lead complex learning initiatives across an enterprise.
  • Direct experience using AI tools or technology in learning design and/or workflow enablement is strongly preferred.
  • Strong instructional design background with emphasis on measurable behavior change.
  • Experience building and scaling manager development programs covering feedback, coaching, and performance enablement.
  • High level of organization and strong attention to detail.
  • Excellent consulting, communication, and facilitation abilities.
  • Comfort with data and impact measurement.
  • Ability to foresee issues and move solutions forward proactively.
  • Adaptability and comfort working through ambiguity.

Compensation and rewards

The annual base salary for candidates in Canada is CAD 84,000 to CAD 116,000. Compensation may also include equity where applicable, a bonus, and benefits such as health, dental, and vision coverage, RRSP matching, healthcare spending, telemedicine, and paid leave including PTO and parental leave, subject to applicable plans and policies.

Okta experience

  • Support for well-being.
  • Commitment to social impact.
  • Focus on developing talent and building connection and community.

Okta emphasizes in-person connection across its global offices and begins with an immersive, onsite onboarding experience designed to help new hires ramp up quickly and connect with the team and mission from day one.
