Role overview

The Construction Surveillance Technician supports secure construction activities at the Berlin site by applying construction security, access control, surveillance, and reporting practices. The role works closely with the Site Security Coordinator and supporting authority teams to help ensure the facility is completed in line with security requirements and project standards.

Key duties

• Offer security-focused guidance to the Site Security Coordinator and relevant authority teams during facility completion activities.
• Carry out access control duties at secure locations in accordance with approved procedures.
• Check vehicles and equipment entering controlled areas.
• Escort personnel or materials when assigned by the Site Security Coordinator.
• Perform recurring security checks throughout the project to confirm compliance with the Construction Security Plan.
• Prepare incident write-ups and Construction Surveillance Technician records as needed.
• Monitor CCTV systems carefully to help keep the site protected while on shift.

Technical expertise expected

The position calls for strong working knowledge of ICD 705 construction requirements and a practical understanding of how security decisions are made across all phases of the project. The technician must stay current with relevant guidance and regulations and be able to apply them without disrupting contract performance.

Other expected knowledge areas include the 50 standard construction divisions, technical threat awareness tied to foreign intelligence activity, construction security standards, access control design, inspection methods, secure material handling, personnel surveillance, completion inspections, blueprint and specification interpretation, mechanical/electrical/plumbing installation, telecommunications installation, foundations, concrete, steel, welding, finishing work, wall construction, and TEMPEST principles. The role also involves drafting security-related plans and checklists, supporting project design reviews, conducting sound tests for STC-rated structures, overseeing EU manufacturers and shipments, and operating X-ray and metal detection equipment with the required health and safety documentation. Familiarity with technical surveillance countermeasures, photo intelligence, imagery intelligence, telecom wiring risks, construction terminology, industrial/government security practices, static security, and identifying suspicious activity is also expected.

Training and certification requirements

• A CST certification from the past 5 years, or the ability to complete and pass Amentum’s 40-hour CST course within 14 days of deployment.
• Active Secret clearance.

Preferred background

• SSM certification completed within the last 5 years.
• Strong hands-on knowledge of ICD-705 and applicable SCIF/SAPF standards, especially for Chapter 4 projects.
• Exposure to TSCM training and related equipment.
• Experience with acoustic or sound testing.
• Comfort with professional communication through emails, memorandums, and management reports.

Compensation and benefits

The role carries an estimated annual compensation of 62,400. The final offer may change depending on responsibilities, education, experience, skills, market conditions, internal pay alignment, collective bargaining terms, and applicable law.
