Role overview
Dube TradePort Corporation is hiring a permanent Geographic Information System Officer within the Development, Planning and Infrastructure division. The role reports to the Senior Manager: Spatial and Land Use Planning and sits at Paterson Grade C3. The successful candidate will provide specialist GIS support across the organisation, oversee the geodatabase and related software, and contribute to planning, research, and project delivery.
Key responsibilities
GIS management
- Review commercial GIS software and data collection tools, and help justify the most suitable procurement choices for DTPC.
- Keep GIS equipment such as hardware, software, and printers running effectively.
- Serve as the custodian of the GIS and geo-database, ensuring proper use and controlled system changes.
- Carry out field data collection and perform the required post-processing work.
- Plan, implement, and manage GIS projects.
- Estimate project costs and budgets, and prepare terms of reference for GIS initiatives.
- Train staff on the organisation’s GIS products.
- Administer GIS software and its related contracts.
- Manage GIS licences and renewals or maintenance requirements.
- Support the review of the GIS strategy and help identify future project opportunities.
GIS database and web portal
- Determine the best approach for capturing source data and building the related application.
- Run data capture projects and quality-check the spatial data acquired for GIS use.
- Translate CAD files from construction work into GIS shapefiles or feature classes and load them into the geodatabase.
- Support the design, development, and rollout of a tailored GIS web portal for DTPC.
- Assist with the administration and upkeep of the DTPC server and web portal.
- Create and apply DTPC data standards.
- Organise GIS data storage so users can access information efficiently.
GIS support
- Deliver continuous GIS support to environmental, development planning, infrastructure, and other internal divisions.
- Produce detailed maps for spatial, land use, environmental, and infrastructure planning.
- Create maps for route planning, maintenance activities, and verification of as-built drawings.
- Work with internal clients to provide project-specific GIS assistance.
- Collect spatial data for analysis and reporting.
- Share GIS data with developers and external stakeholders.
GIS administration and management
- Help design the geodatabase with guidance from appointed consultants.
- Engage with external stakeholders such as eThekwini to ensure DTPC data remains current.
- Develop data-entry and update standards.
- Facilitate workshops with users on data standards.
- Build and maintain quality assurance rules for data entry.
- Coordinate with internal and external contacts to resolve technical issues for users.
- Analyse business processes and recommend better-practice solutions.
- Suggest and develop new ways of meeting user requirements.
- Oversee GIS projects from initiation through completion.
Research
- Gather and interpret information for research from aerial imagery, satellite imagery, field surveys, and reports.
- Research GIS products that may be useful for DTPC implementation.
- Conduct market research.
- Prepare budget calculations for GIS projects.
- Draft terms of reference for GIS projects.
- Support GIS project delivery through procurement processes.
Requirements
- A bachelor’s degree, or an equivalent qualification, in Geography or Cartography with GIS and Remote Sensing as major subjects.
- Between 2 and 5 years of commercial experience using geographic information systems.
- Hands-on experience with geographic database design, administration, and maintenance.
- Experience in GIS analysis and map production.
- Eligibility for registration with the South African Geomatics Council would be an added advantage.
- Ability to remain physically fit and healthy for site visits.
- A valid Code 8 driver’s licence.
Eligibility
Applicants must meet the stated qualification and experience requirements. South African citizenship is required as part of the verification checks. Preference will be given in line with DTPC’s Employment Equity Plan and BBBEE targets. The role also suits candidates who are eligible for SAGC registration.
Additional information
This is a permanent position. The recruitment process may include CV screening, a first panel interview, psychometric testing, verification checks, and, if needed, a second panel interview.
Verification checks may include criminal screening, credit and financial checks where relevant for a position of trust, qualification verification, reference checks, confirmation of South African citizenship, and confirmation of the current remuneration package.
Remuneration and benefits
The total cost to company is R483,800 to R691,800 per year. This package includes a medical aid allowance of R1,070 per month, a cell phone allowance of R1,092 per month, company contributions to provident fund and approved group risk benefits, a non-guaranteed performance bonus, and 20 working days of leave per year.
