The role

The Senior Project Officer in Organisational Strategy and Projects (OSP) joins a collaborative, cross-functional team delivering initiatives tied to department-wide priorities such as organisational change, improved efficiency, stronger effectiveness and ongoing improvement. These projects are shaped around the Secretary’s and Board’s priorities and usually have a broad reach across the department, covering corporate, operational and system-level ways of working.

In this position, you will work independently within a wide project-delivery remit, keeping key activities moving, meeting agreed timelines, and raising risks and issues early so that mitigation steps can be put in place.

The role calls for strong capability in areas such as project management, structured problem solving, systems thinking and change management, all of which support the team’s broader program of work.

Because the team is multidisciplinary, a variety of technical strengths are valued. Candidates do not need every capability listed, but the following would be viewed positively: organisational design and operating model design, change planning and implementation, data analysis, including workforce, budget and systems analysis, and the design of service delivery operating models and governance systems.

Key accountabilities

Project delivery: Support the full project lifecycle to help achieve departmental objectives. This includes research, analysis, creation of project artefacts, implementation support, project management, resourcing and scheduling. You will use project and program management tools to track resources, budgets, governance arrangements and risks.

Analysis, evidence and outcomes: Conduct research and analysis on potentially complex systems, policies and processes to understand current operating models, including governance, policy, processes, structures, systems and ways of working. You will help shape future-state models that combine strategic thinking with iterative “test and learn” improvement, build business cases for change with options analysis, feasibility, cost-benefit assessment, investment logic and benefits planning, and prepare high-quality briefs, process maps, business analysis documents, reports, budgets, policy frameworks and other written material on complex topics. You will also contribute to program outcomes and evaluation.

Communication and advice: Provide accurate, timely and high-quality advice and project materials, including sensitive content where needed. This involves verbal and written communication, sound judgement, risk-aware analysis, preparation of documentation, interview support, evidence gathering, investigations, review interviews, reports and presentations.
