Role Overview

GovTech is hiring an experienced Product Manager to lead data-related products and capabilities across the Ministry of Education. The role will shape product direction, frame key problem statements, decide what to prioritise, and support delivery and adoption across governance, platform, and data-owning teams.

The position requires balancing policy objectives, user expectations, and system limitations, while ensuring the resulting solutions are practical, scalable, and aligned with MOE and whole-of-government priorities. Depending on organisational needs, the role may sit within one or more specialised tracks.

What You Will Do

• Set the product direction, define the core problem statements, and establish target outcomes that support MOE priorities.
• Assess and rank use cases using user needs, policy intent, and the value they create for the system.
• Convert business and policy needs into product features, workflows, and delivery scope.
• Partner with engineering, platform, governance, and operations teams to move solutions into delivery.
• Clarify accountability, operating models, and end-to-end workflows across relevant stakeholders.
• Monitor adoption, usage, and results, then refine the product using feedback and data.
• Weigh user experience, governance obligations, and technical feasibility when making decisions.
• Prepare leadership updates, trade-off recommendations, and roadmap proposals.

Requirements

• Hands-on experience in product management, digital product delivery, consulting, or transformation work.
• Proven ability to deliver products that involve multiple stakeholders and competing constraints.
• Strong capability to turn unclear or ambiguous problems into a clear product approach.
• Ability to bring policy, business, and technical stakeholders into alignment.
• Exposure to enterprise data, governance, platforms, or public-sector delivery environments.

Deployment Tracks

Track 1: Student Hub Data & Product

This track focuses on creating a connected, user-friendly Student Hub experience.

• Set the product vision and use cases for HQ teams, schools, and students.
• Design user journeys, workflows, and integration touchpoints across systems.
• Rank features across data, content, and service delivery layers.
• Support adoption by ensuring the solution is practical, intuitive, and suited to school settings.

Track 2: WOG–MOE Data Architecture Products

This track is about turning architecture plans into usable product capabilities.

• Create products that support data sharing, integration, and interoperability across MOE and the wider government.
• Translate architecture principles into workable features, standards, and reusable building blocks.
• Prioritise capabilities that enable cross-system workflows and better reuse of data.
• Balance long-term architecture goals with smaller, incremental deliverables.

Track 3: Data Governance & Metadata Products

This track aims to make governance and metadata practical and easy to adopt.

• Design products that strengthen data ownership clarity, governance workflows, and compliance.
• Improve metadata quality, dataset documentation, and discoverability through product solutions.
• Build governance into everyday workflows instead of limiting it to policy documents.
• Ensure governance capabilities are realistic, scalable, and actually used by data owners.

Track 4: Data Authorisation & Authentication Products

This track focuses on improving secure access to data while keeping the process simple.

• Create product solutions for data access requests, approvals, and provisioning flows.
• Enhance the user experience without compromising security or audit requirements.
• Bring identity, access, and data controls together into a single end-to-end flow.
• Encourage adoption of access models that are consistent, transparent, and scalable.

Good-to-Have

• Experience in public service, education, or enterprise data transformation is an advantage.
• Familiarity with governance frameworks, metadata platforms, or access control systems is helpful.
• Ability to create product materials such as roadmaps, service blueprints, and user journeys is desirable.
