Role overview
The Reporting & Analytics team is seeking a proactive Business Analyst who can work closely with Product Owners, stakeholders, data developers, architects, and other technical specialists. The purpose of the role is to translate business needs into data-driven solutions and support reporting and analytics initiatives from discovery through delivery.
This position involves leading business analysis work, defining problems clearly, assessing possible solutions, and recommending evidence-based options that create measurable value. Strong judgement, analytical thinking, communication, and relationship-building skills are essential.
Core responsibilities
- Prepare and keep current key business analysis outputs such as requirements documents, user stories, process flows, functional specifications, acceptance criteria, and traceability records.
- Work with stakeholders to clarify business goals, uncover the underlying problem, and capture business and data requirements in a structured way.
- Review business workflows and data to identify improvement opportunities, assess feasibility and impact, and propose practical technology and process solutions.
- Partner with Product Owners and cross-functional teams in an Agile setting to set priorities, run discovery and workshop sessions, and ensure requirements are translated accurately into solution designs.
- Support implementation through data validation, testing, and coordination of user acceptance testing to confirm the final solution meets business needs and quality expectations.
- Contribute to stronger business analysis practices, improved reporting capabilities, and ongoing enhancement of the Reporting & Analytics environment through innovation, research, and knowledge sharing.
Education and experience
Applicants should have a Bachelor’s degree in Computer Science from a recognized university or a diploma in Computer Science or a related field from a technical college. A comparable mix of education and relevant hands-on experience may also be accepted.
The role requires experience in gathering, documenting, validating, and managing business and data requirements with stakeholders; performing business process, data, impact, feasibility, and options analysis; producing business analysis artifacts; collaborating in Agile teams using tools such as Azure DevOps or Jira; using SQL and BI tools like Power BI; leading interviews, workshops, and discovery discussions; and supporting user acceptance testing. Experience with Microsoft Fabric, Azure Data Services, Azure Data Factory, Dataverse, or similar platforms, as well as enterprise reporting, analytics, or data warehousing environments, would be an advantage.
Assessment and technical strengths
Candidates will be evaluated on their ability to understand business objectives, identify root causes, compare alternatives, and recommend workable solutions. The role also calls for critical thinking, the ability to synthesize information for both technical and non-technical audiences, consensus-building, prioritization in a fast-moving Agile environment, and a solid grasp of business analysis and data analysis practices.
Working knowledge of Agile methods, the software development lifecycle, relational databases, SQL, and data visualization tools such as Power BI is also important.
Work arrangement and employment details
This is a term position for 1 year based in Ottawa, Ontario, within the Chief Information Officer Branch. The classification is CS-2 and the language requirement is English. Because of operational needs, the job may allow a limited hybrid arrangement combining onsite work and telework. Indigenous candidates may be eligible for an exception to this arrangement, and other accommodation-based work arrangements may also be considered.
The role requires Reliability Status clearance, including verification of background information for the previous 5 years.
Compensation and benefits
The salary range is from $86,503 to $108,068 per year.
