Overview
This role is for an interdisciplinary project professional based in West Point, NY, supporting new construction and renovation or alteration efforts. The position centers on reviewing project information, coordinating technical input, and managing project development so that scope, funding, scheduling, and stakeholder needs stay aligned throughout the process.
Key Responsibilities
- Study project records such as development brochures and feasibility studies to understand the full scope of work and budget constraints.
- Contribute technical expertise to the master planning effort when project scope details and documentation are being developed.
- Review concept submissions, gather comments from reviewers, and reconcile feedback so it remains consistent with approved scope.
- Examine contract document materials during development, consolidate reviewer input, and verify that the documents match the project’s intended scope.
- Work with the staff groups affected by the project to ensure that special scheduling needs and working-condition requirements are built into the final construction documents.
- Act as the main contact for questions, issues, and project-related concerns.
- Lead new construction and renovation or alteration projects as the project manager.

Qualifications
Only U.S. citizens may apply. Candidates must meet the stated education and/or experience requirements, and qualifying experience may include paid work, unpaid work, volunteer service, and service through programs such as Peace Corps or AmeriCorps. If eligibility is based on education, transcripts will be required. Foreign education must be evaluated for U.S. equivalency or otherwise receive full credit from an accredited U.S. institution.
Applicants must also satisfy the basic professional requirement for one of the listed disciplines:
- Architect, GS-0808: a bachelor’s degree or higher in architecture or a related field with 60 semester hours in architecture-related study, including at least 30 semester hours in architectural design and 6 semester hours each in structural technology, materials and construction methods, and environmental control systems; or an equivalent combination of education and experience, including architectural engineering or comparable architect’s office experience.
- General Engineer / Civil Engineer / Mechanical Engineer / Electrical Engineer: a bachelor’s degree or higher in engineering from an ABET-accredited engineering program, or an equivalent curriculum with required calculus and advanced coursework in at least five engineering science areas; or an equivalent combination of education and experience, including licensure, FE exam passage, specified coursework, or an appropriate scientific curriculum plus supervised professional engineering experience.
In addition, applicants must have at least one year of specialized experience comparable to the next lower federal grade level (GS-11). This experience should include reviewing project documentation for scope and funding compliance, coordinating stakeholder input, helping resolve conflicts that affect construction schedules, and managing moderately complex construction or renovation work under senior guidance.
