Role Overview
The Scrum Master will guide Agile delivery for the VA Community Care Provider Directory program. This person will facilitate Scrum ceremonies, clear blockers, coach the team toward greater Agile maturity, and act as the main daily point of contact between the development team, the Product Owner, and program leadership. The role is central to keeping deployments smooth, supporting continuous integration, and maintaining the DevSecOps pipeline that enables FedRAMP continuous monitoring.
In this position, you will help prioritize work based on business value, keep delivery aligned to deadlines and budget, and ensure the team is building the right solution in the right sequence. You will coordinate the Scrum process from kickoff through release, maintain planning artifacts, and support fast response to changing priorities.
Responsibilities
- Facilitate the full set of Scrum ceremonies, including sprint planning, daily standups, sprint reviews, retrospectives, and backlog refinement.
- Keep the backlog and release plan current in Jira, making sure work items include clear acceptance criteria, a definition of done, and story-point estimates.
- Spot delivery obstacles early, remove what you can, and escalate larger cross-team blockers to the Deputy Program Manager and Program Manager.
- Coach the team on Agile principles, engineering practices such as test-driven development, pair programming, and continuous integration, as well as DevSecOps improvement.
- Work with the VA COR, serving as a Product Owner proxy, to clarify requirements, prioritize the backlog, and confirm sprint commitments.
- Monitor velocity, cycle time, and other team health indicators, then share trends during retrospectives and report cadence metrics to program leadership.
- Ensure FedRAMP evidence such as vulnerability scans, code review artifacts, and automated test results is captured every sprint to support continuous monitoring.
- Coordinate with the Configuration Lead, QA, and Security teams so release activities align with VA deployment windows.
Requirements
- A bachelor’s degree in Information Technology, Computer Science, or a closely related discipline.
- At least 5 years of Scrum Master experience on federal IT delivery teams.
- Either Certified Scrum Master (CSM) or Professional Scrum Master (PSM I/II) certification.
- Practical experience using Jira, Confluence, and modern CI/CD tools.
- Proven ability to coach development teams through Agile maturity growth.
Additional Qualifications
- SAFe certification is preferred.
- Experience leading Agile delivery on FedRAMP-authorized SaaS programs is preferred.
- Prior Agile delivery experience with VA, VHA, or HHS programs is preferred.
- Experience weaving security scans, automated testing, and compliance evidence collection into sprint routines is preferred.
