EHR Support Specialist

Role Overview

The EHR Support Specialist will play an important technical support role within North Carolina’s Rural Health Transformation Program. The position is centered on helping rural and underserved healthcare organizations connect with NC Health Connex, the state health information exchange, and use its services effectively.

This role requires hands-on knowledge of electronic health records, healthcare interoperability, clinical workflow alignment, and clinical data quality. The specialist will help ensure that providers submit accurate, standards-based data that can support care coordination and population health initiatives across the state. Support will also extend to NC Health Connex tools and exchange services such as NC*Notify and the provider clinical portal.

Key Responsibilities

The work includes technical onboarding, interoperability support, data validation, provider education, and coordination with internal teams and external stakeholders.

• Guide rural providers through onboarding to NC Health Connex, including connection setup with EHR vendors and support for HL7 v2, C-CDA/CCD, and NC*Notify workflows.
• Assess EHR functionality, interface settings, and data extraction processes to identify implementation gaps and readiness issues.
• Work with internal NC HIEA and technical groups to resolve integration tickets, clarify requirements, and troubleshoot data ingestion or transformation concerns.
• Advise on interoperability standards such as HL7 v2, C-CDA, CCD, USCDI, and NC HIEA interoperability requirements.
• Review provider submissions against exchange expectations and resolve issues tied to message format, vocabulary usage, and transport methods.
• Check clinical data for completeness, accuracy, timeliness, and compliance with HIE standards.
• Support data quality improvement efforts, including validation of HL7, ADT, CCD, and other structured clinical data feeds.
• Partner with providers and EHR vendors to identify the source of data problems and recommend mapping or workflow fixes.
• Create and deliver technical assistance, training sessions, and educational resources for rural providers using NC Health Connex tools.
• Coordinate with provider relations and business relations teams on communication, training plans, and project follow-up.
• Help providers understand data flow, reporting expectations, and interoperability best practices.
• Collaborate across NC HIEA teams on interoperability, data quality, onboarding improvement, and broader rural digital health modernization efforts.
• Contribute to implementation and continuous improvement activities tied to the Rural Health Transformation Program.

Experience and Skill Requirements

Applicants are expected to bring substantial experience in healthcare technology and interoperability, along with the ability to communicate clearly with both technical and non-technical audiences.

• Approximately 84 or more months of relevant experience is expected for this role.
• Experience with EHR platforms such as Epic, Cerner/Oracle Health, Allscripts/Veradigm, or NextGen is required.
• Strong working knowledge of interoperability standards, including HL7 v2, C-CDA, CCD, FHIR, and USCDI, is required.
• Background in validating structured clinical data and resolving EHR integration issues is required.
• Ability to understand clinical workflows and translate them into data exchange requirements is required.
• Strong communication skills are needed to explain technical concepts to non-technical stakeholders.
• Working knowledge of HIPAA and health information privacy/security rules is required.
• Experience with HIE onboarding, healthcare interoperability projects, or multi-vendor EHR environments is preferred.
• Exposure to SQL, interface engines, or data mapping tools is preferred.
• Familiarity with state or federal digital health initiatives such as NC HIEA programs, Medicaid QPHE, or NCQA DAV is preferred.
• Experience supporting rural or underserved provider environments is preferred.
